題名 從「上海公報」.「建交公報」與「八一七公報」看美國對華政策 作者 周鄭福 貢獻者 邵玉銘
周鄭福日期 1984 上傳時間 9-Nov-2016 16:08:06 (UTC+8) 摘要 論文提要中美關係之維護一直是政府來台後外交工作的重點，然自一九七○年代以後，由於國際體系時移勢異，雙方關係之發展遂朝向另一新的模式運作。因此吾人有朝一日若要藉權興時有所作為，諒必仰丈此一新的架構模式不可，所以這十年來的中美關係確有不可忽視的研究價值和意義，本文遂以代表十年來美國歷屆政府對華政策的「上海公報」、「建交公報」和「八一七公報」，用社會科學的理論與方法來描述、解釋和預測此一新的架構模式。在本文第一章裡，首先簡介本研究的動機、目的、範圍、假設與方法，以系統理論和決策理論建立本文的分析架構，並扼述本文如何使用內容分析方法分析公報內容。第二章則探討美國國內決策環境中國會與民意等變數，在公報制定前對中美關係、台灣前途、台灣主權和對華軍售等問題之態度，及其輸入外交決策系統的影響。第三章分析一九七○年代後美國外交決策系統中的決策者及其認知與動機等，在對華政策制定過程中所扮演的角色和影響。第四章再以內容分析方法、分析外交決策輸出（三份公報）的內容，依主題類目、方向類目、強度類目和策略類目，定質並定量地對三份公報作深入和客觀的分析，以了解決策輸出之間及其與決策環境和決策系統的關係。第五章結論扼要提出本論文的研究發現，探討本研究的限制，最後再依研究結果提出若干具體建議。
