題名 花蓮縣「加強基層建設提高農民所得方案」執行之研究

摘要 論文提要
本文以政策執行研究途徑，從花蓮縣執行「加強基層建設提高農民所得方案－農村建設計劃」過程的個案分析，研究我國政府機關行政能力 ( Administrative Capacity ) 與農業政策執行之間的問題。政策執行研究是近年公共行政及政策研究學者研究的新焦點。它企圖透過政策執行過程影響因素之探討，以深入了解政府提高公務生產力之道。本文各章之安排與內容重點如下：
第一章的要點在說明本文研究的背景，目的、範圍，與研究方法，過程。指出政策執行研究的重要性；將以花蓮縣執行「農村建設計劃」作個案分析，並就其中四項個別計劃 ( Individual Program ) 作深入探討的重點。
第二章說明本文的理論架構，依據我國農業政策過程的特質，建構－政策流程圖，並主要探討政策執行兩大類影響因素：政策內容 ( Content ) 因素與網絡 ( Context ) 因素對執行過程的影響。
第三章就花蓮縣「加強基層建設提高農民所得方案－農村建設計劃」之問題背景與政策過程作整體之說明。
第四章則由「農村建設計劃」中選出 1.野鼠防除計劃；2.推行東部農業發展計劃－東部畜牧發展；3.輔導農民團體辦理蔬果共同運銷計劃；4.輔導核心農戶推行共同及委託經營計劃；四項特別具執行研究意義之個別計劃，作深入敘述。
第五章則由理論架構進行對花蓮縣執行「農村建設計劃」的解釋。
第六章除了提出研究之結論外，並嘗試對於花蓮縣執行「農村建設計劃」，及我國農業行政問題，提出作者的建議，最後並說明作者對政策執行研究展望的看法。
