| dc.description.abstract (摘要) | 東亞各國因為人多地少，私權高漲，導致都市土地，無論在生產，分配與交易的階段均發生嚴重的問題，再加上土地政策中採取嚴苛的使用管制以及不當的漲價歸公辦法，益使問題加劇。結果導致生活品質惡化以及家庭無力自行購屋，而地主卻享受暴利。長此以往，國民的貧富差距必逐漸擴大，實質的資本累積必減少，經過分析，應厲行單一稅性質的地價稅，並使開發權收歸國有，如此方能有效解決東亞各國的都市土地問題。 | |
