題名 我國無障礙數位學習之實施成效分析

摘要 為縮短國內數位落差,行政院研考會積極推動無障礙網路空間,自民國九十二年行政院研考會頒佈「無障礙網頁開發規範」以來,國內目前已有二千多個網站符合其規範要項,開啟國內身心障礙者接觸網際網路的機會,然大多數的無障礙網站僅提供相關的公共資訊,並未提供身心障礙者數位學習之服務。
     本研究旨在整合無障礙數位學習平台,結合多瀏覽模式的數位教材及配合相關的數位學習服務機制,以提供身心障礙者適性的數位學習環境,本研究以電腦概論、文書處理及網際網路三門基礎電腦課程,共有222人次的身心障礙人士參與線上的數位學習課程,本研究之數位學習導入模式,在學習者針對數位學習的經驗之二次問卷調查中均高達85%滿意度,本研究開啟國內者數位學習的契機,冀能解決肢體障礙者數位學習的困難,縮短其數位落差。在實施中發現無障礙數位學習的情境中,要達到良好的學習效果,除了數位教材的適切性及學習平台操作便利性的考量外,亦要提供身心障礙者多元的學習服務。
In order to minimize the digital divide, the Research Development and Evaluation Commission of the Executive Yuan aggressively plan to implement web-accessibility programs for people with disabilities. It plans to track the progress of these programs between 2003 and 2008. The expected result is that disabled people will have fewer barriers when they are accessing public information on Taiwan government websites. But most of the websites with certified accessibility only support public information for disabled people, not e-learning.
     The purpose of this study was to develop accessibility solutions and integrate the modules of tools demanded for a web-accessibility e-learning platform. This is in order to build an e-learning environment adaptive to disabled people. Some suggestions for the application of e-learning tools for disabled people, development of an effective e-learning environment, and future studies were made in this study.
