Spatial regression model日期 2018 上傳時間 17-Jul-2018 11:30:04 (UTC+8) 摘要 土地利用表示人類對土地的各種行為態樣,土地具備連接經濟與自然的特性,然而過往偏重經濟發展,加之氣候變遷造成自然反撲,使得人們不得不省思原有的土地利用是否適當,土地利用轉換將影響人類社會發展與自然生態永續的平衡。台灣於2015年通過《國土計畫法》,舊有的土地系統將重新整合,過往文獻大多僅針對都市土地,然而新法實施後的非都市土地反而成為爭議焦點,卻鮮少有非都市土地相關之探討,故本文將對於都市土地與非都市土地的變遷進行實證。 先製做土地轉換矩陣分析台中市、彰化縣及南投縣各用地變遷概況,再使用空間誤差迴歸模型分析,實證成果顯示影響都市土地與非都市土地的因素各有異同,相同部分來自於大環境下的條件,如人口、產業;相異部分主要原因源自雙元管制,差別管制造成兩者經濟價值差異及土地變更難易,也反映當前土地利用變遷背後之隱憂。
Land use represents various behaviors of human beings on land. Land has the characteristics of connecting economy and nature. However, the past emphasis on economic development and the natural’s fightback caused by climate change have made people have to think about whether the original land use is appropriate. Land use conversion will affect the balance between social development and natural ecology. National Land Use Planning Act was passed in 2015, and the old land system will be re-integrated. Most of the past literature is only for urban land. However, the non-urban land after the implementation of the new law has become the focus of controversy, but there are few discussions about non-urban land, this paper will conduct an empirical analysis of the changes of urban land and non-urban land. Firstly, the land conversion matrix is made to analyze the changes of land use in Taichung City, Changhua County and Nantou County, and then the spatial error regression model is used for analysis. The empirical results show that the factors affecting urban land and non-urban land are different. The same part comes from the conditions in the big environment, such as population and industry. The main reason for the difference is the dual-control. The differential regulation of land causes the difference in economic value and the difficulty of land change.
