Free port of vladivostok日期 2018 上傳時間 19-Jul-2018 17:29:49 (UTC+8) 摘要 海洋運輸是現今國際貿易主要的運輸方式，俄羅斯作為全球港口年吞吐量前十位的大國，其海洋運輸系統的現況與發展自然是值得探討的議題。本論文採用政策工具研究途徑，著重於俄羅斯政府為達成目標所使用的政策及措施。研究目的在於探究俄羅斯海洋運輸的現況與發展，釐清該國海洋運輸產業的特徵與方向，並以其太平洋區域的發展為主要焦點。 本論文認為，俄羅斯海洋運輸受國內產業結構影響，以服務國內原物料出口導向產業為主，因此形成了散貨與石油運輸為大宗的情況。另一方面，隨著國家海洋政策的修訂，海運發展政策逐漸向人才培育、制度改革等層面進行更新。在亞太地區，最顯著的例子便是符拉迪沃斯托克(或稱海參崴)自由港的設立，俄國政府試圖藉由該自由港政策改善跨境貿易、吸引投資、發展交通基礎建設，搭配以西伯利亞鐵路的運輸能力，於此地建立起一個物流運輸中心。然而該政策的發展有地緣政治經濟、俄國海關制度、臨近港埠競爭…等諸多因素必須考量在內，其政策目標並非一蹴可幾。
Maritime transport is the primary mode of transport of international trade today. Russia, as one of the top 10 countries in the throughput of ports, the development of its maritime transport system is an important issue to be discussed. This thesis adopts a policy instruments approach and focuses on the policies implemented to achieve Russian government’s goals. The purpose of this thesis is to clarify the circumstances, features and problems of Russian maritime transport. The developments in Russian Pacific region are the main subjects to study in the thesis. The author argues that Russian maritime transport industry is affected by domestic industrial structure, which is dominated by export-oriented industries. As a result, most of the commercial fleets are consists of bulk carriers and tankers in Russia. On the other hand, with the revision of the national maritime policy, the development strategy has also been updated. The government has paid more attention on aspects such as institutional reform. The most significant example was the establishment of the Free Port of Vladivostok in Russian Pacific region. However, there are many factors that must be taken into account when evaluating the performance of the policy. Russia, as one of the top 10 countries in the throughput of ports, the development of its maritime transport system is an important issue to be discussed. This thesis adopts a policy instruments approach and focuses on the policies implemented to achieve Russian government’s goals. The purpose of this thesis is to clarify the circumstances, features and problems of Russian maritime transport. The developments in Russian Pacific region are the main subjects to study in the thesis. The author argues that Russian maritime transport industry is affected by domestic industrial structure, which is dominated by export-oriented industries. As a result, most of the commercial fleets are consists of bulk carriers and tankers in Russia. On the other hand, with the revision of the national maritime policy, the development strategy has also been updated. The government has paid more attention on aspects such as institutional reform. The most significant example was the establishment of the Free Port of Vladivostok in Russian Pacific region. However, there are many factors that must be taken into account when evaluating the performance of the policy.
