| dc.description.abstract (摘要) | 不可諱言地，政府採購是國內外古今中來皆不可或缺的業務，隨著我國「電子化政府」的各種建設，大幅增進了政府採購的辦理效率。另一方面，政府資料開放自1990年代末期問世以來，已是今日治理工具中的當紅炸子雞，本文的重心即在研究這樣一個風行於國際間的治理工具，是否有助於「政府採購」這項業務的辦理。\n本研究先藉由文獻探討分別說明「政府資料開放」、「政府採購」與「政府資料開放於政府採購業務之應用」，再以問卷調查採購人員對前述三要項的看法，最後有賴與相關人員的訪談，得出以下結論：\n1. 在討論「如何將政府開放資料應用於政府採購」前，必須提升採購人員對政府資料開放政策的認識，除降低推動阻礙，更有助於激發資料使用的各種想像，創造更多元的應用性。\n2. 對於使用者僅限於採購人員、缺乏商業模式支持的服務項目，政府應製造利用政府資料開放開發服務的誘因、並持續服務，才能發揚政府資料開放於採購業務應用的價值。 | zh_TW |
| dc.description.abstract (摘要) | Government procurement is absolutely necessary professional work for every country from ancient times to today. Various constructions of "electronic government" improve government procurement efficiency greatly. On the other hand, since the open government data appeared in the late 1990s, it has become a popular governance technology today. The focus of this paper is to study the governance technology that is popular in the world, whether it helps the "government procurement".\nThis paper uses the literatures to explore "open government data", "government procurement" and "using open government data for government procurement", and then surveys the purchasing staff`s views on the above three items, and finally get the conclusions by interviews as below:\n1. Before discussing "using open government data for government procurement", it is necessary to raise government procurement personnels’ understanding of the open government data policy, in addition to reducing the impediment, it is more helpful to stimulate the imagination of the use of materials, and create more diversified developments.\n2. For services that are only for government procurement personnels and are not profitable, the government should create incentives to use government open data development services and maintain services in order to promote the value of the government open data. | en_US |
