摘要 電子化政府的最終目標即在追求公共價值,其中「信任」在電子治理公共價值中佔據重要的一環。過去在探討電子化政府與政治信任(political trust)的文獻中,大多著重研究哪些因素導致民眾不願意接受電子化政府的服務,將信任視為影響電子化政府的使用意願的因素。而本研究係以政府網站使用者為研究對象,希望從電子治理所追尋的公共價值出發,探討電子化政府中,影響政治信任的重要因素。
     本研究經由文獻檢閱,整理出影響民眾政治信任的相關概念與構面,包括電子化政府信任、電子化政府服務滿意度、網路公民參與與電子化政府使用頻率。本研究以2014年數位國情調查數據進行次級資料分析,使用迴歸分析驗證研究架構,檢視我國電子治理發展所追求之最終公共價值中「政治信任」的實踐情形,並且比較不同使用頻率下,民眾對於電子化政府信任與政治信任間的是否存在差異性。
     研究結果顯示,民眾對於電子化政府的信任程度、對於電子化政府服務的滿意程度,以及在網路上參與公共事務,皆能提升政治信任的程度,目前大多數的政府網站使用者對於政治信任度普遍不理想,因此政府應致力於提升民眾電子化政府服務滿意度,以帶動其政治信任度。其次,電子化政府信任在電子化政府服務滿意度與政治信任之間具有部分中介效果。最後,不同政府網站使用頻率的使用者,其電子化政府的信任程度對於政治信任程度並不會造成顯著的影響,本研究根據結論提出後續研究與政策上相關建議。
The ultimate goal of e-government is to pursue the public value. “Trust” has played a crucial part in the public value of e-governance. Most of the documents on e-government and political trust focus on the factors which lead to the public’s unwillingness to accept the service of e-government, and they tend to regard trust as the factor to affect the willingness to use e-government. By adopting the users of the government websites as the research subjects, this study hopes to start from the public value pursued by e-governance and discuss the important factors affecting the political trust in e-government.
     Through literature review, this study organizes the related concepts and perspectives affecting the public’s political trust, including e-participation, e-service satisfaction, trust in e-government, and frequency of using e-government. This study makes the secondary data analysis of the national digital status surveys in 2014 and adopts the regression analysis to conduct the verification of the research framework and examine the practical situation of “political trust” in the ultimate public value pursued by the e-governance of our country. Second is to make the political trust of e-government the mediator to conduct the research of the influence on political trust. Last is to compare the connection between the public’s trust in e-government and political trust under different using frequencies.
     The research result has indicated that in terms of the public’s participation in the public affairs on the Internet, their satisfaction with the e-government service and trust in e-government can both raise the extent of political trust. At present, the political trust of most of the government website users is unsatisfactory. Therefore, the government should join force to increase the public satisfaction with the e-government service to encourage the political trust. Second, the relationship between e-service satisfaction and political trust is partially mediated by trust in e-government. Last, under the influence of the using frequency, according to the analysis result, it has been found that the users’ trust in e-government has no significant effect on their political trust in terms of their different using frequencies in using the government websites. Based on the conclusion, the study proposes the related suggestions for the following research and policies.
