| dc.description.abstract (摘要) | 公用頻道(public access channel)在提昇社區意識、鼓勵社區參與方面，扮演相當重要的角色。然而在衛星頻道節目充斥的情況下，這個完全屬於民眾和社區團體的頻道資源，卻尚未被重視或使用。美國的先例顯示，建立專責的公用頻道運作中心，有利於該頻道理念的推展，並可保障頻道空間的公平使用。本文說明公用頻道與社區意識的連結關係，並以作者所蒐集的社區意見領袖的意見為基礎，描繪出公用頻道運作中心的藍圖，作為未來推動公用頻道概念時的參考；並建議政府積極宣導公用頻道使用權的觀念，使這個寶貴的頻道資源不致於閒置。 | - |
| dc.description.abstract (摘要) | The purpose of this paper is to present a profile of the operation center of public access channels. The functions of Cable TV System in building sense of community is first explored, followed by some examples of operation center in the U.S.A. The operation center profile is then discussed on the basis of the opinions of the opinion leaders of the Ta-An Community in Taipei. The paper concludes with the suggestion that the government should let the community residents know how to use the public access channels. | - |
