摘要 人力於部門間轉換的現象,於當今就業市場上已是非常地普遍。近年來,有些國外研究發現,員工的部門轉換經驗確實會影響其工作態度,以及影響其對於工作各方面的認知。故本研究主要目的在於,探討我國公務人員的「公私部門轉換經驗」對其「工作滿意度」的影響,並以其對「公私部門認知」作為中介變項,來瞭解我國公務人員中的部門轉換者與非部門轉換者是否因為對於公私部門工作各方面的認知有所不同,進而影響其工作滿意度。
本研究使用的研究方法為次級資料分析法,資料來源為考試院的「從循證人力資源管理建構激勵導向的公共服務:公務人員職涯發展模式初探與規劃」 研究,此研究之調查以我國現職公務人員為研究對象,可用於分析之樣本數共計3326份。研究結果發現,我國公務人員的公私部門轉換經驗會顯著地負向影響其工作滿意度,並且在公私部門轉換經驗影響工作滿意度的過程中,公私部門認知具有中介效果。本研究最後依據上述研究結果進行討論並提出相關建議。
In the current employment market, sector switching is a commonly seen phenomenon. Recently, some foreign studies have shown that employee’s sector switching experience has significant impacts on their work attitude and their perception on various aspects of work. Therefore, this study aims to explore the impacts of Taiwanese civil servants’ “public-private sector switching experience” on their “job satisfaction” and use their “public-private sector perception” as a mediator. In other words, this study wants to understand whether the sector switchers and non-switchers have different perceptions on various aspects of public and private sector work and examine its impacts on job satisfaction.
This research uses secondary data for analyses. The source of the data comes from the “Constructing The Incentive-Oriented Public Services under the Evidence-Based Human Resource Management Concepts.” This research was supported by the Examination Yuan. The total number of samples of the survey was 3,326 and they were all current Taiwanese civil servants. Primarily, this study found that the Taiwanese civil servants’ public-private sector switching experience has negative impact on job satisfaction, and the public-private sector perception serves as a mediator for the relationship between sector switching experience and job satisfaction. Policy and managerial implications are discussed in this paper accordingly.
