摘要 半導體產業在科技進步與產業發展中,扮演火車頭的角色,對於促進一國經濟快速發展極為重要。其中,上游的IC設計產業又是拉動整個半導體產業創新的關鍵,如何抓準趨勢,並有效利用有限的資源,達到效率的極大化,一直是各企業與經理人員極力追求的理想境界。本文針對全世界IC設計產業居領導地位的臺灣、中國、日本、韓國和美國等五國,收集1999-2016年間上市櫃公司別資料,估計此產業的生產邊界函數,進而分析與比較樣本期間內,這五國IC設計廠商技術效率的差異與趨勢變化,並分析背後可能的影響因素。實證分析結果,發現在IC設計產業中,33%攤銷率之估計結果最為合理,也與其他文獻之效率值接近。從美國與臺灣隨時間下降的營業銷售淨額,推測IC設計產業由於進入門檻相對較低的特性,而有越來越多相關的企業林立,所以發現美國與臺灣兩國樣本中的營業銷售淨額有緩步下降之趨勢。最後,研發支出占GDP之比例,與效率前緣之產出值呈現正相關,說明在研發支出對於各國最大產出有重要之影響;但是總資產對於產出有正向影響,說明IC設計產業雖然被稱為「輕」資產產業,資本龐大可能仍為優勢。
Semiconductor industry has played an important role in driving world-wide economic growth. It is known that the integrated circuit design(fabless) sector is the upstream of the semiconductor industry, which prompts innovations of the industry to the next level. Faced with keen competition the managers of IC firms have to adopt new innovations to improve their production efficiency and involve research and development in order to be viable. IC companies in Taiwan, China, South Kores, Japan, and the U.S are the five leading countries around the world. This paper compiles data for listed IC companies from the five countries spanning 1999-2016 and estimates and compares their technical efficiency, under the framework of the metafrontier production function, proposed by Huang, Huang, and Liu (2014). We find that the amortization rate of the R&D expenses in IC design industry 33% most reasonable by yield elasticity and efficiency compared to other literature. And due to more and more establishment of IC design companies, we find that Taiwan and USA have slightly decline in net operating sales on average. Last but no least, how much R&D occupied GDP positively affect the maximum outcome of the IC design industry. Total assets poses a positive effect on net operating sales, which implies that IC design industry (so called “light industry”) companies have advantages when its total assets is large.
