摘要 公務人員不斷精進公務知能是政府適應多變環境、維持公務效能的關鍵,考量訓練實務的限制與學習者中心的學習趨勢,自主學習已受到國際各界提倡,成為發展人力資源的途徑,臺灣學術界與實務界亦鼓勵公務人員多進行工作相關的自主學習。然而,國內尚未有公務人員進行工作相關自主學習概況與影響因素的實證研究,本研究以成人教育與職場學習相關文獻為基礎,探討公務人員自主學習工作知能的學習態樣與影響因素進行。

本研究以立意抽樣的方式,對調派至中央、地方訓練機構參與綜合性訓練之公務人員,進行為期一個月的問卷調查,分析公務人員進行工作相關自主學習的學習活動、學習動機、時間投入的情況、影響自主學習意願的因素以及不同職務背景公務人員在學習、影響因素認定的差異情況。

本研究共發出636份問卷,回收425份有效樣本,回收率為66.8%,在進行分析後,本研究發現公務人員確實有自主學習的行為,學習是為獲取工作知識或解決工作狀況,但與學習夥伴互動較少、投入不深,且偏向學習外顯知識。個人因素、工作任務因素是主要影響公務人員自主學習意願的因素,工作環境因素僅為輔助因素,學習概況、影響因素主要因總年資而有不同,總年資5~10年的人員在學習參與、影響因素的表現與職涯發展有關。

本研究認為,實務上,公務人員的研習活動辦理模式、訓練課程設計、管理制度可作出調整,以培養公務人員互動交流與自主學習的習慣,形塑學習文化;而研究上,除了訓練,公務人員在工作中的學習仍有很大的研究空間,值得繼續探究。
Taiwan’s civil servants’ work-related, autonomous learning is important in today`s dynamic world. This learning style could promote human resource development and efficient government. Taiwan government and academia advocated work-related, autonomous learning for years, but empirical research on this topic in Taiwan is limited. Based on theory and research on adult education and workplace learning, this study surveyed 425 Taiwan’s civil servants’ work-related, autonomous learning participation and factors which influence their motivation to learn. The results showed that civil servants learned to gain knowledge and to solve problems, but they relied on a great extent on independent learning activities. They devoted less time and learned explicit knowledge mostly. Personal and task factors are more influential than environmental factors. Five of the personal and task factors inhibited civil servants’ motivation, and seven of them enhanced it. Differences were also found between participants of different seniority. Participants who have worked 5 to 10 years in the public sectors, were more likely to participate in work-related learning for career development reasons and to consider colleagues have an impact on their motivation to learn. The implications of these results for research and practice are discussed.
