題名 全球治理模式下美國反恐政策的發展—以歐巴馬政府時期為例

摘要 本論文的研究目的在於釐清全球治理與美國反恐政策的關係,並以歐巴馬政府的反恐政策為例,探討全球治理模式是否在其政策制定的過程中發揮影響力 。本文第一章回顧全球治理與反恐的相關文獻,並找尋主權國家於其中扮演的角色 。第二章首先分析全球治理模式的特色,並闡述作為全球治理眾多行為者之一的國家,具體參與全球治理的方式;嗣針對透過全球治理進行反恐的方式及國家的參與,加以釐清說明。第三章回顧自雷根總統以降,至歐巴馬總統上任前,各任美國政府面臨的主要恐怖主義威脅,及其相應採取的反恐行動,探討美國反恐政策的發展。第四章聚焦於歐巴馬政府的反恐政策,首先回顧歐巴馬政府上任時所面臨的主客觀條件,以及執政期間遭逢之重大恐怖攻擊事件,檢視歐巴馬政府採取的反恐立場,嗣列舉歐巴馬政府推動之核心反恐政策,藉以評估其如何採取全球治理模式進行反恐。第五章總結全球治理模式對歐巴馬政府反恐政策的影響。
