摘要 資訊產業伴隨臺灣經濟之發展已經創造臺灣經濟奇蹟,也創造資訊服務相關商機。產業鏈生態結構包含電子業、電腦零組件、電腦製造商與軟體開發等。資訊單位初期於公司資訊化一直扮演重要角色。企業資訊化需求與日增長,相對地資訊系統提供資料儲存與管理報表功能。在技術成熟與資訊系統諸多需求實現情況之下,資訊單位成為公司支出部門,然而公司卻必須極力降低資訊預算以符合追求企業獲利之目標。資訊服務已經面臨極大之挑戰,此將造就需要深切思考如何縝密控制資訊成本以符合企業整體預算,更需要積極創造資訊服務與企業管理不可或缺之功能角色。
隨者資訊技術發展與網路經濟發達,資訊服務由原本單純資訊化功能演進至企業營運功能之要角。除了提供公司決策關鍵因素資訊之外,亦可能是企業創新獲利之來源。配合企業數位轉型之需求,資訊服務市場需求因應而生。另外,新興軟體應用逐步成熟,新型商業模式衝擊著資訊服務市場。產業價值鏈各自傾向高附加價值勞力分工,發展出許多創新服務。此一變化影響所有資訊系統市場,不僅需應對競爭對手的轉變,更需注意產業價值鏈移動後新的競爭對手之出現。傳統資訊服務系統整合業者面對未來的企業策略方向不僅關乎公司存續,更影響企業長久之經營。因之本研究期許提供相關業者多樣化不同之思考與決策面向。透過「產業價值鏈」與「策略定位」作為理論基礎,「產業五力分析」與「策略鑽石模型」作為分析工具,「價值鏈建構與評估模式」與「價值鏈移動」作為研究系統架構,針對新興軟體服務之創新應用,本研究綜合分析傳統資訊服務系統整合業者實務個案公司之「轉型策略」。
The information industry along with the development of economy has created an economic miracle in Taiwan and also created relevant information service business opportunities. The ecological structure of industrial chain is composed of electronics industry, computer components, computer manufacturers, and software development, etc. The information department always plays an important role of informationization in initial stage of an enterprise. The demand for informationization has been gradually increasing, and relatively information system service provides functions of data store and management report. Under circumstances of implementation of technology mature and many information system requirements, information department has become an expenditure unit; however, enterprise needs to be devoted to striving for reducing information budget to satisfy the goal of pursuing profitability. Information department has faced a great challenge, and this can cause information department to deeply think about how to elaborately control information cost to correspond with overall budget of an enterprise, and to proactively play an indispensable functional role by constructing information services and business management.
Accompanied with the prosperity of information technological development and network economy, information service has evolved from informationization function into the cornerstone of business operations. In addition to providing key information in enterprise decision, information service may be also a source of enterprise profit for innovation. With the demand for digital transformation of an enterprise, the market for information service has been generated. Besides, emerging software applications have gradually matured, and new business models have impacted the information service market. The industry value chains have migrated to highly value-added division of labor, and developed many innovative services. This change affects all information system markets, not only to deal with the transformation of competitors, but also to notice about the founding of new competitors after migration of industrial value chains. It is not only related to survival of an enterprise for traditional information service integrated with venders to face future business strategy directions, but also affects the long-term operations of an enterprise. Hence, the study expects to provide venders with versatile thinking and deciding dimensions. By way of “Industry Value Chain Mobility” and “Strategic Positioning” as theoretical foundations, “Industry Five Forces Analysis” and “Strategic Diamond Model” as analysis tools, “Model on Building and Evaluation of Value Chain” and “Value Chain Migration” as study system architectures, the study aimed at innovations of emerging software services is mainly to comprehensively analyze an empirical case of “Transformative Strategy” from traditional information service system integrated with a vender.
