摘要   近年來台灣地區外籍勞工人數日益增多,已然成為台灣勞動力不可或缺的一份子。然而在外籍勞工補足台灣因產業升級、教育程度提升、人口老化等因素造成的勞動力缺口的同時,本國籍勞工的就業狀況是否會受到衝擊,這是政府、大眾、學界都很關注的議題。此外高齡化及少子化是現在台灣社會面臨的考驗,而這兩點亦和外籍勞工的引進有關聯。本研究主要探討社福外籍勞工對台灣已婚女性的就業狀況的影響,除探討引進社福外籍勞工政策對提升女性勞動參與的成效外,並提出藉由社福外籍勞工相關政策紓解高齡化及少子化壓力的可能性以及相關政策方向建議。本研究使用多種模型均得到社福外籍勞工人數對女性人口比例和已婚女性勞動供給呈正相關的結果,其中使用Probit模型的實證研究結果則進一步指出引進社福外籍勞工對於育有三歲以下幼齡子女的已婚女性的就業機率提升有較明顯的正向影響。社福外籍勞工人數對女性人口比例和已婚女性教育程度間交互作用的探討則顯示:社福外籍勞工人數對女性人口比例和教育程度在高中或以下的已婚女性勞動供給間的正向關聯比對大學或更高教育程度的已婚女性勞動供給間的正向關聯明顯。
The number of foreign workers has gradually increased in recent years in Taiwan, making foreign workers an indispensable part of Taiwan’s workforce. However, while foreign workers have filled the labor shortage due to industrial upgrading, improved education, and population aging, its impact on domestic labor market has become an important public issue. Moreover, the importation of foreign workers is also related to challenges of population aging and low fertility faced by Taiwan.
This study investigates the role of foreign domestic workers in married women’s labor force participation. By examining how foreign domestic workers influence married women’s labor force participation, this study provides implications on the relationship between foreign domestic worker importation policies and population aging and low fertility. Using a Probit model with different specifications, the results consistently show that the ratio of foreign workers to female population is positively associated with married women’s labor force participation. Specifically, the results indicate that foreign worker importation has a positive and significant association with the likelihood of employment for married women with children under 3 years of age. Moreover, the results show that the positive association is stronger for married women with a high school degree or less education than for married women with at least a college degree.

dc.description.abstract (摘要) The number of foreign workers has gradually increased in recent years in Taiwan, making foreign workers an indispensable part of Taiwan’s workforce. However, while foreign workers have filled the labor shortage due to industrial upgrading, improved education, and population aging, its impact on domestic labor market has become an important public issue. Moreover, the importation of foreign workers is also related to challenges of population aging and low fertility faced by Taiwan.
This study investigates the role of foreign domestic workers in married women’s labor force participation. By examining how foreign domestic workers influence married women’s labor force participation, this study provides implications on the relationship between foreign domestic worker importation policies and population aging and low fertility. Using a Probit model with different specifications, the results consistently show that the ratio of foreign workers to female population is positively associated with married women’s labor force participation.
