摘要 近年來文化資產活化成為各國都市政策的重要議題，擁有全台最多文化資產建築的台北市也不例外，為解決政府預算不足導致修繕效率緩慢的困境，台北市文化局在2013年推出老房子文化運動政策，不同於其他老屋活化政策皆由政府單獨出資修繕老屋，老房子文化運動首創全台第一個「老屋媒合平台」，透過引入民間的資金與創意，參與修繕並活化政府權管的文化資產的創新模式，打破以往由政府編列預算修復、經營老屋的傳統，故本研究運用政策創新相關理論對訪談資料進行分析，探討此創新政策想法的起源、影響政策創新想法被採納的因素以及政策執行過程中所遇到的困難和解決方式，以此作為未來相關創新政策的參考。
根據訪談結果分析，本研究發現政策創新想法源自組織內部領導者，影響此政策採納的因素又可以分為個人、組織、環境層面因素，在個人因素方面，主要為文化局個人的高度創新動機、台北市長抱持支持的態度；在組織層面的影響因素方面，主要為文化局的集權化程度低、文化局成功取得克服困難的資源、文資相關法律規定；在環境因素方面，主要為國際城市競爭壓力、臺北市政治經濟社會條件。此外，在政策執行過程中，則遭遇包括如何提升所有權機關釋出老房子的意願、篩選具有潛力的老房子、如何提升民間業者承租意願以及挑選具永續經營能力的民間團體，為了解決上述問題，文化局透過與中央政府與所有權機關積極溝通和協商，透過修改《文化資產保存法》逐步克服租金、使用年限上的限制，截至目前為止，民間團體在老房子文化運動政策中所投入的修繕金額已達三億四千多萬元，成功使十餘棟老房子重現風華，由於此政策帶來良好的政策成效，有效提升文化資產活化以及再利用的效率，故本研究亦在最後提供政策建議作為其他縣市的借鏡。
