題名 初探台灣民眾對網路隱私資料的意識
A Preliminary Study of Taiwanese People’s Awareness of Internet Privacy

摘要 隨著隱私權意識的抬頭,各國也逐一地制定相關的法律來限制個人隱私資料的蒐集、處理以及利用方式。但是身為網路使用者的民眾是否真的了解網路隱私資料以及自身的權益,或者知道如何透過平台的設定來管理隱私資料。
因此本研究將調查民眾對於隱私資料的了解及重視,並探討民眾在不同的網路平台對於隱私資料是否有不同的偏好,同時也將蒐集民眾對於隱私資料管理的想法。
本研究透過問卷調查法並以新聞網站、購物平台、金融網站作為情境,得出以下三點研究結果:
一、民眾對於隱私資料是非常了解及重視的,且知道隱私資料的範疇與管理隱私資料的方法,並認為隱私資料的所有權是屬於隱私資料本人的。
二、民眾在使用不同的網站下,會因為網站的不同而態度有所不同。對於線上平台的態度受到平台是否有管制和規範以及提供的資訊價值影響,與往來金額較無關。
三、民眾認為管理隱私資料是重要且麻煩的,並認為管理隱私資料是個人的責任。若要由第三方管理線上授權紀錄,適合的機構依序為政府單位、非營利組織、只從事管理Cookie的民營公司。此外,民眾願意支付管理隱私資料的費用呈現兩極化的現象。
Owing to the rising awareness of the right to privacy, countries have legislated relevant laws individually to restrict the collection, processing and utilization of personal private data. However, as Internet users, have they really understood the private data of the Internet and their own rights and interests, or known how to manage the private data with the way of setting by platform?
Therefore, this study will investigate people`s concept and attention to private data, and explore whether people have different preferences for private data on various network platforms, and also collect their thoughts about private data management.
Through the questionnaire survey and taking news websites, shopping platforms and financial websites as scenarios, there are three results of research as following:
1. People know and regard private data as importance, and realize the scope and management methods of private data, and think that the ownership of private data belongs to the private data in person.
2. As people use different websites, they will have different attitudes due to different websites. Attitude towards online platform may be affected if the platform has controlled, regulated or provided the value of information, but has nothing to do with the amount of transactions.
3. People recognize that private data management is important and inconvenient,and regard it as personal responsibility. If online authorization records are to be managed by third party, the qualified organizations are government agencies, non-profit organizations and private enterprise that only manage Cookie. In addition, people are willing to pay for the management of private data presenting polarization.
