摘要 我國為了改善農地生產及生活條件，推行農地重劃政策已久。現行依據農地重劃條例辦理農地重劃，仍需土地所有權人數及其重劃土地面積超過一定比例方能提出申請。重劃地區的土地所有權人，對於農地重劃對當地影響的看法，決定了農地重劃是否得以進行。過去較多研究是針對重劃對生產面的效益。但重劃後農地發回地主，仍是由市場決定未來使用型態。2000年農業發展條例修法後，農地市場已成為一個自由交易的市場。了解重劃對於農地市場運作的影響，重要但過往研究不多。
本文探討農地重劃對於農地市場之影響，以做為農地重劃政策及後續管理之參考。為了分離重劃以外的影響因素，本研究藉由實驗介入的概念，在近年積極推案的宜蘭縣，選擇土地為農用的且較無變更壓力的實驗組及對照組，於民國98年至102年9月及103年4月至108年之公告現值、地政事務所之異動索引及實價登錄之農地買賣交易資料、使用執照之資料，針對農地市場的三個因子：地價(公告現值及買賣實價)、交易數量及新建建築面積進行實證分析。針對資料性質及特性，選擇敘述統計、t檢定、共變數分析及差異中之差異法進行實證，實證結果發現：一、農地重劃明顯推高地價，且推高之地價中大部分隱含農地資產化效果，生產效益增加所占的地價上漲比例非常小。二、農地重劃僅影響完成後短期內交易數量。三、農地重劃對該區域新增建築面積及占該區比例並無顯著增減，維持定量增加。
In order to improve the production of farmland and living condition, government has long implemented a policy of farmland consolidation. The current farmland consolidation is based on Farmland Consolidation Act. To be eligible for application of land consolidation, the number of land owners and the size of area they own are required to exceed a certain percentage. Most of prior research has focused on the production efficiency. However, once a consolidation project is completed, land will be returned to the original owners, and it is up to them to determine how to use these land. After amendment of Agricultural Development Act in year 2000, the farmland market has become a free market. It is therefore important to understand the influence of farmland consolidation on the farmland market. However, there has so far been little research in this regard.
In this study, a natural experiment is undertaken to isolate the influencing factors of consolidation. The treatment group and control group are selected from Yuanshan township, I-Lan county where agricultural land was under little pressure for urban development. The period of time for analysis is between years 2009 and 2019. The influence of farmland consolidation on farmland prices is examined. Data analyzed include announced current land value and actual transaction price, number of transactions, new building construction in terms of both its size of area and percentage occupied in the consolidation project. A number of statistical analysis are employed, including descriptive statistics, t-tests, analysis of covariance and difference-in-differences. Empirical evidence suggests: first, farmland consolidation leads to a significant increase of farmland prices, and the increased prices largely imply the capitalization of consolidation. In contrast, the increase in production efficiency contributes little to the increase of farmland prices. Second, farmland consolidation leads to a noticeable number of farmland transactions soon after its completion. Third, farmland consolidation does not significantly affect the new building construction area and its proportion and they remain to increase steadily as before the consolidation project.
