regional hegemony and third-party actors日期 2021 上傳時間 2-Sep-2021 17:57:31 (UTC+8) 摘要 自Neack(1995)探究工業化西方國家參與維持和平行動的動機以降,學者們對於維和任務能否促進一國民主轉型有相當豐富的討論。各方學說百家爭鳴,並在2000年後聚焦於維和任務派遣團內生性因素對駐在國民主進程的影響:如性別比例、國籍組成、任務授權目標差異性等進行討論。本文作者認為維和任務能促進國家民主政治的自由發展,在使用1958年至2020年間42項維和任務數據進行統計分析後,發現民主化成效取決於駐在國內部脆弱程度。本文亦針對海地及克羅埃西亞兩國進行個案分析,發展出國際與國內兩種層次的分析架構。探究駐在國中央政府與叛軍關係如何影響任務成效,同時瞭解區域國際組織與第三方行為者在維和任務執行過程中扮演的重要角色,期望對國際社會民主進程相關理論有所貢獻。
Since Neack(1995) explored the motivation of western countries engaging in United Nations Peacekeeping Operations(PKO), academies have initiated abundant discussions regarding whether PKO could facilitate the democratization of host state. Arguments were raised, mostly focused on endogenous variables including gender distribution of personnels in troops, nationality composition of peacekeepers, and the mandates of each operation. This thesis contends peacekeeping deployments can foster host state’s civil liberty, or even nourish its democracy developments. This research adopts data of PKOs from 1958 to 2020 to verify the causal relations between peacekeeping deployments and democratization of host state, and it appears that the vulnerability of host state is a focal effect in empirical research. Simultaneously, this thesis takes PKOs in Haitai and Croatia to conduct a case study applied with a two-dimensional analysis framework.
