摘要 全球因應數位浪潮來襲，再加上後疫情時代來臨，世界各國紛紛將數位轉型列入重點政策，我國政府在長期推動數位基礎建設下，持續針對數位轉型更加著力，可見數位轉型為協助中小企業復甦振興轉型的顯學。因此，本研究期望由中小企業的角度出發，針對所處之產業總體環境、推動數位轉型之障礙，並酌參各國推動數位轉型政策，以探討對政府推動數位轉型政策建議。
     中小企業為台灣產業重要的組成，但相較於大企業資源有限，且因應總體環境變化能力較弱，但總體家數占我國企業比例甚高，近期企業面臨兩岸局勢變化、CPTPP加入影響、美中貿易戰造成全球供應鏈重組、疫情發生造成全球邊境封鎖、勞動力不足，再加上新科技出現，重塑人民生活模式，影響中小企業所屬之產業競爭環境。
     世界各國除了推動組織改革及大型數位國家政策外，在政府面，以數位化政府，推動政府數位改革，提升企業服務能量。在經濟面，扶植企業因應數位化浪潮的措施，發展新商業模式，提升競爭力。在技術面，強化新技術研發能力及掌握度，確保技術面屬於領先地位。在教育面，推動教育體系數位化轉型，培育數位人才，培植未來產業創新人力。
     本研究也發現企業在資金資源、組織文化、數位能力等內部因素是推動數位轉型所面臨的重要障礙。我國經濟與世界緊密結合，為帶動產業環境成長，未來政策建議以中小企業及資服業者為雙核心，串聯其他利害關係者如政府、學校、公協會，建立數位轉型生態系為策略，產生競爭優勢之綜效，加速從國家永續前瞻角度，整合國家資源以協助企業因應全球競爭的嚴峻考驗。

dc.description.abstract (摘要) 全球因應數位浪潮來襲，再加上後疫情時代來臨，世界各國紛紛將數位轉型列入重點政策，我國政府在長期推動數位基礎建設下，持續針對數位轉型更加著力，可見數位轉型為協助中小企業復甦振興轉型的顯學。因此，本研究期望由中小企業的角度出發，針對所處之產業總體環境、推動數位轉型之障礙，並酌參各國推動數位轉型政策，以探討對政府推動數位轉型政策建議。
     中小企業為台灣產業重要的組成，但相較於大企業資源有限，且因應總體環境變化能力較弱，但總體家數占我國企業比例甚高，近期企業面臨兩岸局勢變化、CPTPP加入影響、美中貿易戰造成全球供應鏈重組、疫情發生造成全球邊境封鎖、勞動力不足，再加上新科技出現，重塑人民生活模式，影響中小企業所屬之產業競爭環境。
     世界各國除了推動組織改革及大型數位國家政策外，在政府面，以數位化政府，推動政府數位改革，提升企業服務能量。在經濟面，扶植企業因應數位化浪潮的措施，發展新商業模式，提升競爭力。在技術面，強化新技術研發能力及掌握度，確保技術面屬於領先地位。在教育面，推動教育體系數位化轉型，培育數位人才，培植未來產業創新人力。
     本研究也發現企業在資金資源、組織文化、數位能力等內部因素是推動數位轉型所面臨的重要障礙。我國經濟與世界緊密結合，為帶動產業環境成長，未來政策建議以中小企業及資服業者為雙核心，串聯其他利害關係者如政府、學校、公協會，建立數位轉型生態系為策略，產生競爭優勢之綜效，加速從國家永續前瞻角度，整合國家資源以協助企業因應全球競爭的嚴峻考驗。		zh_TW
