題名 影響購屋區位選擇因素之探討—以桃園市為例

摘要 台灣人口持續往都市集中且產生購屋居住需求,近年六都人口占比約為全台七成,其中,桃園市近年社會增加總數為第一名,說明原居於桃園市內民眾願意留下、外縣市民眾願意遷入;當中又以桃園區、中壢區、平鎮區、八德區為社會增加數較多的行政區,顯示桃園市及其主要遷入區分別具有某些區位因素影響家戶購屋選擇。此些主要遷入區,總人口數多、新建案多且空屋多,是否表示新建區位及數量並非購屋者所期望的,或已過量開發而供需失衡,同時出現市場失靈與政府失能的狀況,值得重視與探討其形成原因。
在人口及住宅過度集中地區可能產生居住品質下降、公共設施不敷使用、空屋數量增加、房屋價格上漲等問題,為減緩相關問題之發生,必須了解民眾在購屋時會考慮哪些影響購屋區位選擇之因素,並分析政府與建商在住宅市場中何者的引導程度較大。基於上述,本研究先採用文獻回顧得出對於各個購屋區位選擇的影響項目,歸納出經濟、社會、政策、環境、建案與個人等六大因素,再整理政府及民間之近年桃園市相關次級資料作為現況分析之參考,針對已於桃園市購屋居住的所有權人本人或其配偶進行問卷調查得到一手資料,再以敘述性統計及交叉分析探討影響購屋區位選擇因素的重要項目,與民眾最終決策受何項目吸引程度較明顯,以觀察購屋者的實際決策所產生的差異,並詢問其認為目前市場受政府或建商主導程度較高,並分別針對民眾、建商與政府提供相關建議。
本研究以遷移相關理論為基礎,針對桃園市得出以下實證結果:1.桃園市住宅供過於求,而多數民眾仍傾向於市中心;2.購屋區位選擇的六大因素會影響民眾之決策,但各項因素對於不同條件之民眾所產生的推拉效果具有差異;3.多數民眾購屋選擇因素及購屋決策標的相符,但購屋決策主要受到政府政策及建案因素影響;4.雖然受到政府政策吸引的民眾仍具有一定比例,但建商似乎已逐漸取代政府對於住宅市場的主導地位。因此本研究分別對於民眾、建商與政府提出以下建議:1.購屋者的區位選擇應衡量購屋能力及仔細篩選建案,並評估自身需求避免受到建商左右;2.建商應根據民眾偏好設計更好的產品服務消費者,並注重有品質的供給;3.政府應避免住宅市場由建商主導,並制定相關住宅政策以真正落實居住正義之目標。
