摘要 為彌補現行碳費政策效益不足、碳交易市場訊息不透明、監管不易、管理效率低、運行成本高、機密商業資訊與公開環境資訊之不對稱、核證自願減排專案交易市場較不活躍,以及未來地域、國家與國際間碳交易平台的對接,本研究以資訊技術結合經濟手段,應對氣候變化的挑戰,提出一個應用區塊鏈技術建構之碳交易模式來處理以上問題,期能實現環境可持續發展目標。
     本研究分析以區塊鏈為基礎的碳交易體系的業務機制和主要利益相關者,應用區塊鏈的典型特性,通過分散式資訊存儲、共識機制及智慧合約等多種技術,保證碳權交易過程中交易資料的安全存儲與交互,重點建構碳交易模式的六層區塊鏈核心技術框架和五步驟的實現過程,建構企業交易、政府監管、協力廠商審核、 金融風險防範的區塊鏈碳交易模式,並規範碳權交易市場參與者行為,促進碳權交易市場公平安全高效運行,提高碳權交易活躍性。
     本研究所提出的交易系統係透過自動化,以一條龍服務方式架構串接發布、分配、拍賣、買賣、登記(與第三方公正檢驗單位及公部門架構碳足跡計算數據)、監測、清繳等所有服務,有別於國際與中國分散各區及多重人工處理上述服務,無法有效即時發揮碳權交易效率及其所產生高額人力作業成本。此模式適合台灣碳權交易體系建置之技術支撐,有利於後續對接金融平台,實現碳交易的巨大經濟價值,適時交易創造碳匯價值,實現生態、經濟的雙重效益。
In order to make up for the ineffectiveness of the current carbon fee policy, the lack of information transparency in the carbon trading market, the absence of proper supervision, the low management efficiency, the high operation cost, the asymmetry between confidential business information and public environmental information, the inactive trading market for certified voluntary emission reduction projects, and the future connection of regional, national and international carbon trading platforms, this research proposes to combine information technology with economic means to address the above issues. We present a blockchain-based technical blueprint to construct a carbon trading model to deal with climate change, aiming to achieve environmental and sustainable development goals.
     We analyze the business mechanism and main stakeholders of the blockchain-based carbon trading system to propose a carbon trading system with the typical characteristics of the blockchain, namely through decentralized storage, consensus mechanisms and smart contracts. Specifically, our proposal consists of the construction of the six-layer blockchain-based technology framework and five-step implementation process of the carbon trading model while also regulating the behavior of participants in the carbon trading market, promoting the fair, safe and efficient operation of the carbon trading market, and improving the carbon trading market with more rights trading activities.
     The trading system of this research provides one-stop service through system automation to connect all services end-to-end, such as publishing, distribution, auction, trading, registration, monitoring, settlement, etc. We argue that it is suitable for the establishment of Taiwan`s carbon rights trading system, and can facilitate the subsequent integration with financial services, realize the huge economic value of carbon trading, create carbon sink value through timely trading, and achieve the dual benefits of ecology and economy.
