題名 影響兩岸關係立法提案的因素

摘要 學界普遍認為立法行動者會在議題上持有立場，過去對於議題立場的研究經常將重點放在政黨的立場和民眾的態度如何影響立法行動者的議題立場表現，較少探討環境氛圍對議題立場的影響。兩岸議題向來是我國政治中最重要的議題，在選舉期間便受到政治菁英和民眾的關注，到了立法院之後，立法行動者如何在兩岸議題上表現立場同樣受到矚目。本文乃希望除了探究前人所提及的影響因素外，也探究兩岸關係大環境的變動是否會對立法行動者在兩岸議題的立場表現產生影響。
本文從立法提案的角度出發，觀察自1993年到2020年每一筆有關兩岸議題相關法案的立法提案與修正動議，探究其背後的兩岸關係發展、政黨在兩岸議題的立場和民眾對兩岸議題的看法對其立場表現的影響。研究結果發現，隨著兩岸關係的發展，當兩岸關係愈朝向好的方向移動時，提案立場表現愈會偏向開放兩岸交流，而不同黨籍的立法行動者也會為了鞏固各自政黨在兩岸議題的立場，而有不同的提案立場表現，此外，立法行動者也會回應選民的期盼，當民眾愈希望兩岸開放交流時，提案立場愈會偏向促進兩岸關係發展，但民眾的統獨立場並不是主要的影響因素。
