| Summary | 2018年12月30日正式生效的CPTPP，同時具有地緣政治、地緣經濟與地緣科技的價值。伴隨著英國、中國、台灣、韓國等國的加盟申請，CPTPP正在快速地擴大其影響力。而日本、中國與韓國也提出外交與貿易戰略，因應CPTPP架構下的互動關係。日本是透過經濟安全保障概念，將CPTPP與其「自由與開放的印太地區」戰略相結合。中國是將CPTPP視為構建新發展格局，以及突破美國經濟圍堵的關鍵。韓國則是善用既有FTA網絡，創造其參與CPTPP的優勢。而CPTPP架構下的印太經貿發展，將因日中韓三國互動而出現變化。 The CPTPP, which entered into force on December 30, 2018, has the value of geo-politics, geo-economics, geo-science and technology at the same time. With the applications from the United Kingdom, China, Taiwan, South Korea and other countries, CPTPP is rapidly expanding its influence. Japan, China and South Korea have also proposed diplomatic and trade strategies in response to interactive relationships under the CPTPP framework. Japan has integrated the CPTPP with its ＂Free and Open Indo-Pacific＂ strategy through the concept of economic security. China considers CPTPP as the key to building a new development pattern and breaking through the US economic containment. South Korea is making good use of the existing FTA network to create its advantages in participating in the CPTPP. The Indo-Pacific economic and trade development under the CPTPP framework will change due to the interaction of relations among Japan, China and South Korea. |
