Norm Subsidiarity日期 2022 上傳時間 8-Feb-2023 15:11:36 (UTC+8) 摘要 規范思想在塑造國際關係動態方面的作用是無可爭辯的。 與此同時,與規範相關的討論已經轉向規範如何出現並影響國家行為和政策的問題。 也就是說,本文以規範輔助性為理論框架,旨在分析中國如何形成湄公河地區跨界河流管理的新規範,尤其是從2016年中國發起瀾湄合作到2022年。 由阿米塔夫·阿查里亞 (Amitav Acharya) 介紹,強調了第三世界、發展中國家和較弱國家在湧現和傳播更符合其利益的新規範方面的作用。 本論文采用定性和案頭審查方法進行,分五章闡述,內容包括簡介、中國決定制定新規範的驅動因素、中國製定和推廣新規範的戰略、瀾滄江-湄公河合作的影響、社會經濟、 環境和中美競爭。 本研究旨在為規範輔助理論的發展做出貢獻,發現即使是像中國這樣的崛起大國,也會在感到焦慮和現有秩序受到威脅時採取規範輔助行動。 本研究進一步認為,為了創造和影響其他湄公河沿岸國家接受新規範,中國利用了一些手段,如財政援助、技術援助和支持湄公河地區的非民主政權。 瀾滄江-湄公河合作首先作為社會化論壇啟動,以協助中國引入新常態並加強湄公河上游和下游國家之間的關係。
The role of normative ideas in shaping the dynamic of international relations is indisputable. In the meantime, norms-related discussions have been turning to the questions of how norms emerge and influence states` behavior and policies. That said, implementing Norm Subsidiarity as the theoretical framework, this thesis is intended to analyze how China forms the new norms of transboundary river management in the Mekong Region, especially from 2016 when the Lancang-Mekong Cooperation was initiated by China until 2022. Norm Subsidiarity was introduced by Amitav Acharya that highlights the role of the third world, developing, and weaker states in springing up and diffusing the new norms which better serve their interests. This thesis is conducted using qualitative and desk review methods and elaborated in five chapters covering the introduction, driving factors of China`s decision to create the new norms, China’s strategies to establish and promote the new norms, the impacts of Lancang-Mekong Cooperation, socioeconomic, environment, and China-US rivalry. Aiming to contribute to the development of Norm Subsidiarity theory, this study discovers that even a rising power such as China engages in the norm subsidiarity action when it feels anxious and threatened by the existing order. This study further argues that in order to create and influence other Mekong riparian countries to embrace the new norms, China leverages some instruments such as financial assistance, technical assistance, and supporting the non-democratic regimes in the Mekong region. Lancang-Mekong Cooperation, in the first place, was launched as socialization fora to assist China in introducing the new norms and strengthening the relationship between upstream and downstream Mekong countries.參考文獻 BibliographyBookAcharya, A. In the meantime, norms-related discussions have been turning to the questions of how norms emerge and influence states` behavior and policies. That said, implementing Norm Subsidiarity as the theoretical framework, this thesis is intended to analyze how China forms the new norms of transboundary river management in the Mekong Region, especially from 2016 when the Lancang-Mekong Cooperation was initiated by China until 2022. Norm Subsidiarity was introduced by Amitav Acharya that highlights the role of the third world, developing, and weaker states in springing up and diffusing the new norms which better serve their interests. This thesis is conducted using qualitative and desk review methods and elaborated in five chapters covering the introduction, driving factors of China`s decision to create the new norms, China’s strategies to establish and promote the new norms, the impacts of Lancang-Mekong Cooperation, socioeconomic, environment, and China-US rivalry. Aiming to contribute to the development of Norm Subsidiarity theory, this study discovers that even a rising power such as China engages in the norm subsidiarity action when it feels anxious and threatened by the existing order. This study further argues that in order to create and influence other Mekong riparian countries to embrace the new norms, China leverages some instruments such as financial assistance, technical assistance, and supporting the non-democratic regimes in the Mekong region.
