摘要 臺北市政府首創我國全面性路邊停車收費政策,於2015年核定實施「全市
路邊停車收費計畫」,過去幾年探討該政策的影響研究,多在於對停車行為、停車特性以及停車供需的影響,尚未有研究針對房價進行完整影響分析。
本論文以文山區作為實證地區,整理不動產交易實價登錄資料,將有停車位
的房地交易案例拆分停車位價格,以詳實反應停車位變數,利用傳統迴歸模型最小平方法(OLS),觀察停車位變數於政策實施前後對房價的影響效果;繼而以差異中之差異法(DID),觀察房屋價格在全市路邊停車收費政策公布前後的變化,分析政府政策實施對房價的影響效果;最後基於前述方法,進一步加入超前及滯後變數進行分析。
前者實證結果顯示,依車位型態差異,有車位房屋較無車位房屋每坪價格高
出4.48%到6.35%,且該效果並未受全市路邊停車收費政策影響;後者實證結果發現,由於事前宣傳以及市民支持,實施全面性路邊停車收費政策,並未對房價造成顯著影響;此外以超前及滯後變數,涵蓋整體政策推動期程進行分析,其結果亦顯示並未觀察到明顯的房價變化趨勢。
Taipei City is the first to initiate a comprehensive parking policy in Taiwan, most of the impact studies of parking policy has focused on parking behavior, parking characteristics, and parking supply and demand. However, a complete impact analysis on housing prices still await investigation.
This study takes Wenshan District as an empirical area, based on real price registration data, using the ordinary least squares model (OLS), observe the impact of parking variables on housing prices before and after the implementation of the policy; then use the difference-in-differences method (DID) to observe the changes in housing prices before and after the implementation of the policy; finally, based on the aforementioned method, use the lags and leads of the treatment variables instead of using a single treatment variable.
The former empirical results show that, depending on the types of parking spaces, the price per ping of houses with parking spaces is 4.48% to 6.35% higher than houses without parking spaces, and this effect is not affected by parking policy; the latter empirical results show that, the implementation of a comprehensive parking policy has
no significant impact on housing prices; in addition, the analysis of the lags and leads of the treatment variables also shows that no obvious changes.
