Difference-in-differences日期 2023 上傳時間 9-Mar-2023 18:50:11 (UTC+8) 摘要 臺北市政府首創我國全面性路邊停車收費政策,於2015年核定實施「全市路邊停車收費計畫」,過去幾年探討該政策的影響研究,多在於對停車行為、停車特性以及停車供需的影響,尚未有研究針對房價進行完整影響分析。本論文以文山區作為實證地區,整理不動產交易實價登錄資料,將有停車位的房地交易案例拆分停車位價格,以詳實反應停車位變數,利用傳統迴歸模型最小平方法(OLS),觀察停車位變數於政策實施前後對房價的影響效果;繼而以差異中之差異法(DID),觀察房屋價格在全市路邊停車收費政策公布前後的變化,分析政府政策實施對房價的影響效果;最後基於前述方法,進一步加入超前及滯後變數進行分析。前者實證結果顯示,依車位型態差異,有車位房屋較無車位房屋每坪價格高出4.48%到6.35%,且該效果並未受全市路邊停車收費政策影響;後者實證結果發現,由於事前宣傳以及市民支持,實施全面性路邊停車收費政策,並未對房價造成顯著影響;此外以超前及滯後變數,涵蓋整體政策推動期程進行分析,其結果亦顯示並未觀察到明顯的房價變化趨勢。
Taipei City is the first to initiate a comprehensive parking policy in Taiwan, most of the impact studies of parking policy has focused on parking behavior, parking characteristics, and parking supply and demand.
