File management日期 2023 上傳時間 2-Aug-2023 13:08:23 (UTC+8) 摘要 國史館屬於我國法定總統文物典藏管理的重要機關，總統文物檔案因其特殊歷史價值與重要性，在收錄至典藏機關之後，應有制度進行系統性、規範性地保存、典藏與維護管理；在檔案編目管理上亦須制訂完善的著錄標準及作業流程，進而提供保存及應用。本研究將以檔案管理人員觀點以及使用者為出發加以檢視目前典藏管理系統應用效益，具以下三點研究目的：（1）探討國史館總統文物檔案意涵與典藏範圍。（2）探討檔案分類、描述理論及標準，以及國史館總統文物檔案編排描述現況。（3）探討國史館總統文物檔案之編排描述於典藏管理系統應用效益，以及系統使用者成效與滿意度。並提出相關未來建議。本研究探討文物檔案編排描述、典藏管理系統以及使用成效與滿意度三者應用成效。研究個案為國史館典藏管理系統與相關使用者作為研究對象，參考相關文獻與前測後完成主要研究工具「（1）檔案整編人員、（2）系統管理人員以及（3）使用者三種訪談大綱」，訪談共計 26 位受訪者。本研究之訪談分析共得以下四個主要結論：（1）國史館總統副總統文物檔案捐贈來源主要為總統府，其次為政府機關，亦有包含個人、家屬親友或民間捐贈。類型與範圍包含文件、照片、圖書、視聽、器物等，並且由於捐贈來源不同，形成原始分類上的差異，依據來源原則，整編人員普遍會參照原始分類作為編排基礎，如無原始分類，則由整編人員進行第一步分析歸類動作。（2）國史館總統副總統文物檔案系列層級架構為全宗、系列、副系列、副副系列，並據此立卷、分件。典藏之媒體類型為影響系列階層架構因素之一，目前國史館總統全宗系列階層無統一的標準，以媒體類型初分系列，或依據內容、來源作為系列，項下副系列則根據內容主題、公開與否、年代時序設定。（3）典藏管理系統使用符合編目與管理應用需求，但系統使用年限逐漸增加，以及檔案類型與數量的快速改變影響，系統功能如檢索、排序與詮釋資料欄位需要改善，如管理端欄位與檢索功能不足、跨科室作業模組限制與溝通、數位化儲存設備不足與未來資訊安全等考慮。（4）目前國史館查詢系統整體易用性是符合使用者期待與滿意度，但檢索的滿意核心在於檔案描述的詳盡程度，尤其史料著重於人、事、時、地、物的資訊，使用者認為內容描述的完善可大幅增加使用的意願與效益。根據本研究整體研究結果，總統文物檔案從典藏保存到檢索應用涵蓋「資訊」、「系統」、「服務」三面向，並對此提出以下七點建議：（1）制定通用編目作業指導手冊（2）制定關鍵詞組與權威控制功能（3）加強典藏管理系統彈性的欄位與模組流程設定（4）加強使用者介面設計與檢索易用性（5）增加足夠的數位儲存設備與資安控管機制（6）提高檢索結果呈現與資料可取性（7）加強宣傳與跨館合作。
The Academia Historica is an important institution for the management of the legally designated presidential cultural relics in our country. Due to their special historical value and importance, the presidential cultural archives should be systematically and normatively preserved, collected, and maintained after being included in the collection institution. In terms of archive cataloging management, it is also necessary to establish comprehensive recording standards and operational procedures to provide preservation and application. This study will examine the current application effectiveness of the collection management system from the perspectives of archive management personnel and users, with the following three research objectives: (1) explore the implications and scope of the presidential cultural archives at the Academia Historica, (2) investigate archive classification, description theories and standards, as well as the current arrangement and description of the presidential cultural archives at the Academia Historica, (3) explore the application effectiveness of the arrangement and description of the presidential cultural archives of the collection management system at the Academia Historica, as well as the satisfaction of system users.This study explores the application effectiveness of archival arrangement descriptions, collection management systems, and user satisfaction. The case study focuses on the Academia Historica collection management system and its related users. Relevant literature and pre-tests were used to develop the main research tools, which included interviews with three types of participants: arrangement archivist, system administrators, and users. A total of 26 interviewees were included in the study.The interview analysis of this study yielded the following four main conclusions: (1) The main sources of donation for the Presidential and Vice Presidential Cultural Archives of the Academia Historica are primarily the Presidential Office, followed by government agencies, and also include donations from individuals, family members, friends, or the public. The types and scope of donations include documents, photographs, books, audiovisual materials, and artifacts. Due to the different donation sources, there are differences in the original classification. Based on the source principle , the archivist generally refer to the original classification as the basis for arrangement. If there is no original classification, the archivist will conduct the first step of analysis and classification. (2) The hierarchical structure of the series in the Presidential and Vice Presidential Cultural Archives of the Academia Historica is composed of fonds, series, sub-series, and sub-sub-series, and filing and categorization are done accordingly. The type of media in the collection is one of the factors that affect the hierarchical structure of the series. Currently, there is no unified standard for the hierarchical structure of the fonds series in the Presidential and Vice Presidential Cultural Archives of the Academia Historica. The series is initially divided based on the type of media, or based on content and source. The sub-series are then set based on content themes, public availability, and chronological order. (3) The collection management system used meets the requirements for cataloging and management applications, but the system`s usage period has gradually increased, and the rapid changes in file types and quantities have affected the system`s functions such as retrieval, sorting, and metadata fields, which need improvement. Considerations include insufficient fields and retrieval functions on the management side, limitations and communication issues with cross-departmental operation modules, insufficient digital storage devices, and future information security. (4) Currently, the overall usability of the Academia Historica Inquiry System meets user expectations and satisfaction. However, the satisfaction of retrieval mainly depends on the level of detail in the file descriptions, especially in terms of information about people, events, time, location, and objects. Users believe that improving the completeness of content descriptions can significantly increase their willingness to use the system and its benefits.According to the overall research results of this study, the presidential cultural relics archives cover three aspects: "information," "system," and "service," from collection preservation to retrieval application. Based on this, the following seven suggestions are proposed: (1) establish a general cataloging operation manual, (2) establish keyword groups and authoritative control functions, (3) strengthen the flexibility of collection management system fields and module process settings, (4) enhance user interface design and retrieval usability, (5) increase sufficient digital storage equipment and Due to their special historical value and importance, the presidential cultural archives should be systematically and normatively preserved, collected, and maintained after being included in the collection institution. In terms of archive cataloging management, it is also necessary to establish comprehensive recording standards and operational procedures to provide preservation and application. This study will examine the current application effectiveness of the collection management system from the perspectives of archive management personnel and users, with the following three research objectives: (1) explore the implications and scope of the presidential cultural archives at the Academia Historica, (2) investigate archive classification, description theories and standards, as well as the current arrangement and description of the presidential cultural archives at the Academia Historica, (3) explore the application effectiveness of the arrangement and description of the presidential cultural archives of the collection management system at the Academia Historica, as well as the satisfaction of system users.This study explores the application effectiveness of archival arrangement descriptions, collection management systems, and user satisfaction. The case study focuses on the Academia Historica collection management system and its related users. Relevant literature and pre-tests were used to develop the main research tools, which included interviews with three types of participants: arrangement archivist, system administrators, and users. A total of 26 interviewees were included in the study.The interview analysis of this study yielded the following four main conclusions: (1) The main sources of donation for the Presidential and Vice Presidential Cultural Archives of the Academia Historica are primarily the Presidential Office, followed by government agencies, and also include donations from individuals, family members, friends, or the public. The types and scope of donations include documents, photographs, books, audiovisual materials, and artifacts. Due to the different donation sources, there are differences in the original classification. Based on the source principle , the archivist generally refer to the original classification as the basis for arrangement. If there is no original classification, the archivist will conduct the first step of analysis and classification. (2) The hierarchical structure of the series in the Presidential and Vice Presidential Cultural Archives of the Academia Historica is composed of fonds, series, sub-series, and sub-sub-series, and filing and categorization are done accordingly. The type of media in the collection is one of the factors that affect the hierarchical structure of the series. Currently, there is no unified standard for the hierarchical structure of the fonds series in the Presidential and Vice Presidential Cultural Archives of the Academia Historica. The series is initially divided based on the type of media, or based on content and source. The sub-series are then set based on content themes, public availability, and chronological order. (3) The collection management system used meets the requirements for cataloging and management applications, but the system`s usage period has gradually increased, and the rapid changes in file types and quantities have affected the system`s functions such as retrieval, sorting, and metadata fields, which need improvement. Considerations include insufficient fields and retrieval functions on the management side, limitations and communication issues with cross-departmental operation modules, insufficient digital storage devices, and future information security. (4) Currently, the overall usability of the Academia Historica Inquiry System meets user expectations and satisfaction. However, the satisfaction of retrieval mainly depends on the level of detail in the file descriptions, especially in terms of information about people, events, time, location, and objects. Users believe that improving the completeness of content descriptions can significantly increase their willingness to use the system and its benefits.According to the overall research results of this study, the presidential cultural relics archives cover three aspects: "information," "system," and "service," from collection preservation to retrieval application. Based on this, the following seven suggestions are proposed: (1) establish a general cataloging operation manual, (2) establish keyword groups and authoritative control functions, (3) strengthen the flexibility of collection management system fields and module process settings, (4) enhance user interface design and retrieval usability, (5) increase sufficient digital storage equipment and
