摘要 國內輻射防護服務業在民國92年游離輻射防護法立法施行之後,才紛紛依據輻射防護服務相關業務管理辦法成立,截至民國112年3月31日,國內輻射防護服務業者合計立案者不過591家,分布在銷售業485家、偵測業80家及訓練機構26家。由於是被高度管制與敏感之產業,自成一小生態系統,過去僅能由主管機關原子能委員會的年度報表得知管制概況,未有針對該產業進行總體產業分析及個別企業競爭分析之文獻發表。
本研究試從總體產業政治(Political)、經濟(Economics)、社會(Social)與科技(Technology)等四種因素的分析模型著手,以質化分析方法檢視國內輻射應用產業及輻射防護服務業的現況,並以SWOT分析、波特的五力分析、商業模式畫布九宮格、策略矩陣方式說明輻射防護服務業的價值創造流程、產業之間的競爭及合作模式以及如何滿足客戶價值主張,同時以綜合型輻射安全總體服務方案提供者-Q公司為例,分析其市場定位及其商業模式競爭優勢。
The domestic radiation protection service industry was established after the implementation of the Ionizing Radiation Protection Law and the Regulations for Management of Radiation Protection Service Related Business in 2003. According to the Governmental statical data, as of March 31, 2023, there are 591 Radiation Protection Service Providers in total. Distributed in 485 sales companies, 80 detection and measurement companies and 26 training institutions。As the nature of there are highly regulated and sensitive industry, they form a small ecosystem. In the past decades, only the annual reports of the competent authority, the Atomic Energy Council, revealed an overview of the industry, there is no literature published on the overall industry analysis and individual enterprise competition analysis for this industry.
This research tries to start from the analysis model of the four factors of overall industrial politics, economics, society and technology, examine the current situation of the domestic radiation application industry and radiation protection service industry with qualitative analysis methods. And by SWOT analysis, Porter`s five forces analysis, business model canvas and strategy matrix analytical methods to describe the value creation process of the radiation protection services industry, and competition and cooperation models among industries and how to meet the customers’ value proposition. At the same time, taking the comprehensive radiation safety service provider- Q company as an example, analyze its market positioning and its business model competitive advantage.
