alliance theory日期 2023 上傳時間 1-Sep-2023 15:31:43 (UTC+8) 摘要 中國大陸崛起之際，美國做為全球超強之相對權力逐漸下降，而美國在印太地區最重要之兩個盟友日本與澳洲因此面臨對國家安全之威脅。本文由霸權穩定理論、權力轉移理論、威脅平衡理論與同盟理論分析日澳如何透過強化雙邊、三邊及多邊安全合作，以擴大區域合作範圍作為回應，藉以達成維持周邊地區安全、維護穩定且以規則為基礎之印太及全球秩序此三共同國家利益，降低遭美國拋棄或捲入衝突之風險及維持地區重要航道之自由航行權，並避免全球陷入「修昔底德陷阱」與「金德柏格陷阱」，為印太地區與全球和平做出貢獻。 在雙邊合作上，自2007年簽訂《日澳安全保障合作共同宣言》以來，日澳關係不僅升級為「特殊戰略夥伴關係」，亦陸續簽署多項安全合作協定，並於2020年起發展「經濟安全」。在多邊安全合作上，透過以東協為中心之相關機制，日澳參與討論政治與外交議題之ARF、以經濟議題為核心之EAS，以及發展國防合作之ADMM-Plus。此外，日澳亦積極參與美日澳三邊安全合作機制，並以此為基礎發展少數多邊機制，如四方安全對話與馬拉巴爾演習。 然而，日澳安全合作仍面臨幾項侷限，包括需考量國內專家與人民所持之意見、自身力量不足且關注之焦點地區相異而需相互競爭獲取美國支持、親美色彩使得東協因擔心內政遭干涉而卻步、為避免激怒中國大陸等因素而限制兩國安全合作之未來發展性，而在制度或法理上更是面臨難以協調之困難。為持續促進日澳未來之安全合作，兩國首要任務在於就「中國大陸核心利益」為何達成共識，以縮小兩國間China Gap並確保對中立場一致。 本文整理印太戰略下之日澳安全合作，包括印太戰略下之美中權力轉移、日澳戰略夥伴關係如何形成、兩國安全合作之實踐，以及其所面臨之侷限，並分析日澳安全合作在印太戰略下對於國家、區域及國際之影響，以探討兩國如何為印太地區和平及穩定帶來貢獻。
While Mainland China is rising, the United States, the only superpower in the world, is challenged with its relative decline of power. As the closest as well as the most important allies of the US in the Indo-Pacific region, Japan and Australia are thus facing threats on national security. Based on the Hegemonic Stability Theory, Power Transition Theory, Balance of Threat Theory, and alliance and alignment theory, this article analyzes how Japan and Australia react to the threats by strengthening bilateral, trilateral, and multilateral security cooperation to enlarge the range of cooperation in the region, so as to achieve their common national interests—to maintain the security of surrounding areas and the stability of regional as well as global orders that are based on rules. By doing so, the two states protect all states from falling into the Thucydides’s Trap and the Kindleberger Trap and make contributions to the Indo-Pacific region and the world.When it comes to bilateral cooperation, since the Japan-Australia Joint Declaration on Security Cooperation (JDSC) signed in 2007, the Japan-Australian relationship has been upgraded to Special Strategic Partnership, several security cooperation agreements have been signed and taken effect, and economy security has been also developed since 2020. As for multilateral security cooperation, the two states joined ARF, EAS, and ADMM-Plus that all put ASEAN on the center. In addition, they actively participate in the trilateral security cooperation mechanism among the US, Japan, and Australia. Based on the trilateral institution, Japan and Australia also start developing minilateralism relationship, such as Quad and Malabar exercise.However, there exist some obstacles to their security cooperation. First, they must take national professionals’ and their peoples’ opinions into consideration but no consensus has been achieved yet. Second, due to the lack of power and the difference of the areas they concern most, they need to compete against each other to gain support from the US. Third, the close relationship with the US makes ASEAN states hesitate. Besides, in order not to irritate Mainland China, some restrictions are posed by themselves. What is more, there are also some problems on related institutions and the Constitution. To keep improving Japan-Australia security cooperation, the first goal is to reach a consensus on what Mainland China’s core interests are so that the China Gap can be narrowed.To understand the contribution they bring to the peace and stability of order in the Indo-Pacific region, the article discusses topics concerning Japan-Australia security cooperation under the Indo-Pacific strategy, including the power transition between the US and Mainland China under the Indo-Pacific strategy, how Japan-Australia strategic partnership took shape, security cooperation practices, and the obstacles they are facing, and analyzes the effect of the cooperation on the two states, the region, and the globe.參考文獻 一、 As the closest as well as the most important allies of the US in the Indo-Pacific region, Japan and Australia are thus facing threats on national security. Based on the Hegemonic Stability Theory, Power Transition Theory, Balance of Threat Theory, and alliance and alignment theory, this article analyzes how Japan and Australia react to the threats by strengthening bilateral, trilateral, and multilateral security cooperation to enlarge the range of cooperation in the region, so as to achieve their common national interests—to maintain the security of surrounding areas and the stability of regional as well as global orders that are based on rules. By doing so, the two states protect all states from falling into the Thucydides’s Trap and the Kindleberger Trap and make contributions to the Indo-Pacific region and the world.When it comes to bilateral cooperation, since the Japan-Australia Joint Declaration on Security Cooperation (JDSC) signed in 2007, the Japan-Australian relationship has been upgraded to Special Strategic Partnership, several security cooperation agreements have been signed and taken effect, and economy security has been also developed since 2020. As for multilateral security cooperation, the two states joined ARF, EAS, and ADMM-Plus that all put ASEAN on the center. In addition, they actively participate in the trilateral security cooperation mechanism among the US, Japan, and Australia. Based on the trilateral institution, Japan and Australia also start developing minilateralism relationship, such as Quad and Malabar exercise.However, there exist some obstacles to their security cooperation. First, they must take national professionals’ and their peoples’ opinions into consideration but no consensus has been achieved yet. Second, due to the lack of power and the difference of the areas they concern most, they need to compete against each other to gain support from the US. Third, the close relationship with the US makes ASEAN states hesitate. Besides, in order not to irritate Mainland China, some restrictions are posed by themselves. What is more, there are also some problems on related institutions and the Constitution. To keep improving Japan-Australia security cooperation, the first goal is to reach a consensus on what Mainland China’s core interests are so that the China Gap can be narrowed.To understand the contribution they bring to the peace and stability of order in the Indo-Pacific region, the article discusses topics concerning Japan-Australia security cooperation under the Indo-Pacific strategy, including the power transition between the US and Mainland China under the Indo-Pacific strategy, how Japan-Australia strategic partnership took shape, security cooperation practices, and the
