題名 台北市傳統市場導入電子支付政策之執行評估

摘要 電子支付近年來廣為大眾所接受，消費型態產生快速的轉變，逐漸形成民眾消費時的支付習慣，取代原先的現金交易。2018年時任臺北市長柯文哲提出「無現金城市」的理念，推動的創新政策即包含在臺北市傳統市場導入電子支付。本研究使用執行評估為總體架構，作為理解傳統市場導入電子支付之執行過程。其次，在執行評估的框架下，利用科技賦能與限制理論（TACT）找出影響傳統市場攤商使用電子支付意願之促進與抑制因素。本研究結論傳統市場導入電子支付之科技賦能包含：提升傳統市場之服務品質、傳統市場攤商與電子支付業者形成網絡關係、透過電子支付業者的自有平台向外部受眾宣傳、接觸新受眾和拓展活動領域、地下經濟透明化；而傳統市場導入電子支付之科技限制則包含：缺乏軟硬體設備與處理科技之人力、年長攤商排斥，學習和處理新科技困難、電子支付品牌眾多，整合困難、場域消費者使用率低，影響攤商操作電子支付之熟悉度、傳統市場組織組成複雜性高，缺乏整體規劃與戰略思維。本研究提出八項研究建議：（一）持續運用誘因類型政策工具引導攤商轉變交易習慣。（二）由臺北市政府提供電子支付之教育訓練。（三）加強政策傳播，鼓勵消費者至有提供電子支付之攤位消費。（四）簡化電子支付相關補助計畫之申請程序。（五）加速整合眾多的電子支付品牌。（六）電子支付APP更加人性化設計，以及提升客戶服務品質。（七）經濟政策和社會福利可多與電子支付結合。（八）持續改善傳統市場環境。
