Regional Leadership日期 2023 上傳時間 1-Sep-2023 15:53:29 (UTC+8) 摘要 印尼自獨立以來一直奉行「自由與積極」外交政策，並在面對兩個相對立大國時十分強調其獨立性，但隨著地緣政治形勢的轉變，國家須重新審視應對當前情勢的外交策略。本研究將透過探討印尼如何以其「自由與積極」外交政策作為方針，讓其在日益緊張的美中關係下，在印太地區建立起自己的領導者角色。本研究旨在探究印尼的外交政策如何讓其發揮領導能力，促進地區和平與穩定。本文採用區域領導理論作為框架，試圖解釋印尼的「自由與積極」外交政策如何促成其積極參與區域事務的決心、處理複雜大國關係的能力，以及在區域持份者中所得到的認可，這些因素均幫助印尼確立其在該地區的領導地位。印尼的「自由與積極」外交政策亦使其能夠保持中立和戰略獨立，平衡相互衝突的主要國家利益，並在東盟及更廣泛的印太地區實現自身目標，而印尼致力於維護印太地區秩序的決心，亦讓其保持區域中主要領導者的地位。
Indonesia`s ‘Free and Active’ foreign policy, has been in place since the country gained independence and emphasizes its independence in facing two opposing power blocs. With the shift in the geopolitical situation, it is necessary to re-examine the approach to navigating the current issues. This research study will examine Indonesia’s leadership with its ‘Free and Active’ foreign policy as the country`s guideline to establish itself as a prominent leading nation under the rising tensions between the US and China in the Indo-Pacific region. It aims to assess the role of foreign policy enabling it to exercise leadership and promote regional peace and stability.This thesis adopts the framework of regional leadership theory to explain how Indonesia`s "free and active" foreign policy contributes to its active engagement in regional affairs, its ability to navigate complex relations with major powers, and the recognition it receives as a key stakeholder in the region. These factors help Indonesia establish its leadership position in the region. Indonesia`s "free and active" diplomacy also enables it to maintain neutrality and strategic independence while balancing the conflicting interests of major countries. Furthermore, it allows Indonesia to pursue its own goals within ASEAN and the broader Indo-Pacific region. With the shift in the geopolitical situation, it is necessary to re-examine the approach to navigating the current issues. This research study will examine Indonesia’s leadership with its ‘Free and Active’ foreign policy as the country`s guideline to establish itself as a prominent leading nation under the rising tensions between the US and China in the Indo-Pacific region. It aims to assess the role of foreign policy enabling it to exercise leadership and promote regional peace and stability.This thesis adopts the framework of regional leadership theory to explain how Indonesia`s "free and active" foreign policy contributes to its active engagement in regional affairs, its ability to navigate complex relations with major powers, and the recognition it receives as a key stakeholder in the region. These factors help Indonesia establish its leadership position in the region. Indonesia`s "free and active" diplomacy also enables it to maintain neutrality and strategic independence while balancing the conflicting interests of major countries. Furthermore, it allows Indonesia to pursue its own goals within ASEAN and the broader Indo-Pacific region.
