摘要 美國的對中政策，長期在交往與圍堵之間拉扯，自冷戰結束以後，美國對中國仍採取以交往勝於圍堵的政策為主。到了歐巴馬政府時期，因應中共的崛起威脅，推出了「亞太再平衡」政策，以維持美國在亞太區域的領導地位，不過仍無實質上全面制衡中共之有效作為。直到川普政府上台後，意識到美國的利益持續遭受侵害以及美國世界領導地位受到威脅，遂推出「印太戰略」構想，並積極地在外交、經貿及安全等各個領域展開冷戰結束後前所未有的全面抗衡中國。拜登政府上台後，延續川普政府時期大部分的對中政策，持續對中國實施抗衡。惟兩任總統背景、經歷、代表政黨及個性迥異，對中國的政策上採取不同的手段、路線實施抗衡。
本文主要探討川普及拜登政府期間對中國政策之比較，範圍區分外交、經貿與安全等三個領域實施探討，並從國際環境層次、國內政治及領導人特質等不同層面分析相關決策背後的動能。
US policies towards China has been a tug of war between engagement and containment for a long time. Since the end of the Cold War, the United States has predominantly pursued a policy of engagement with China rather than containment. During the Obama administration, in response to the rising threat posed by the People’s Republic of China, the "Rebalance to Asia" policy was introduced to maintain US leadership in the Asia-Pacific region. However, it did provide effective approach to contain the PRC. Until President Trump assumed the office and realized that US interests were continuously being infringed upon and that America`s global leadership was being threatened, he implemented the concept of the "Indo-Pacific strategy". The Trump administration actively pursued a comprehensive approach to contain and compete with the PRC in various areas such as diplomacy, trade, and security, which was unprecedented since the end of the Cold War. Following the inauguration of the Biden administration, the majority of the US policies towards PRC has continued from the Trump administration, with a continued emphasis on containment and competition. However, the two presidents have different backgrounds, experiences, represent different political parties, and have distinct personalities, leading to different means and approaches in the competition with PRC.
This thesis primarily explores and compares the US policies towards China during the Trump and Biden administrations, focusing on the three areas of diplomacy, trade, and security, and further analyzes the driving forces behind these decisions from various levels such as the international environment, domestic politics, and leadership characteristics.

dc.description.abstract (摘要) 美國的對中政策，長期在交往與圍堵之間拉扯，自冷戰結束以後，美國對中國仍採取以交往勝於圍堵的政策為主。到了歐巴馬政府時期，因應中共的崛起威脅，推出了「亞太再平衡」政策，以維持美國在亞太區域的領導地位，不過仍無實質上全面制衡中共之有效作為。直到川普政府上台後，意識到美國的利益持續遭受侵害以及美國世界領導地位受到威脅，遂推出「印太戰略」構想，並積極地在外交、經貿及安全等各個領域展開冷戰結束後前所未有的全面抗衡中國。拜登政府上台後，延續川普政府時期大部分的對中政策，持續對中國實施抗衡。惟兩任總統背景、經歷、代表政黨及個性迥異，對中國的政策上採取不同的手段、路線實施抗衡。
本文主要探討川普及拜登政府期間對中國政策之比較，範圍區分外交、經貿與安全等三個領域實施探討，並從國際環境層次、國內政治及領導人特質等不同層面分析相關決策背後的動能。		zh_TW
dc.description.abstract (摘要) US policies towards China has been a tug of war between engagement and containment for a long time. Since the end of the Cold War, the United States has predominantly pursued a policy of engagement with China rather than containment. During the Obama administration, in response to the rising threat posed by the People’s Republic of China, the "Rebalance to Asia" policy was introduced to maintain US leadership in the Asia-Pacific region. However, it did provide effective approach to contain the PRC. Until President Trump assumed the office and realized that US interests were continuously being infringed upon and that America`s global leadership was being threatened, he implemented the concept of the "Indo-Pacific strategy". The Trump administration actively pursued a comprehensive approach to contain and compete with the PRC in various areas such as diplomacy, trade, and security, which was unprecedented since the end of the Cold War. Following the inauguration of the Biden administration, the majority of the US policies towards PRC has continued from the Trump administration, with a continued emphasis on containment and competition. However, the two presidents have different backgrounds, experiences, represent different political parties, and have distinct personalities, leading to different means and approaches in the competition with PRC.
This thesis primarily explores and compares the US policies towards China during the Trump and Biden administrations, focusing on the three areas of diplomacy, trade, and security, and further analyzes the driving forces behind these decisions from various levels such as the international environment, domestic politics, and leadership characteristics.		en_US
