| dc.description.abstract (摘要) | 隨著國家電子化政府的政策發展，政府機關產生之公文檔案已由紙本全面轉變為電子形式，全面推動檔案作業電子化的結果，讓檔案機構必須面對不同於以往紙本檔案的保存與管理問題，特別是軟硬體格式的變遷，造成檔案保存風險問題尤為嚴重。本研究根據檔案鑑定價值因素與風險管理理論，建立符合國內情境之電子檔案風險管理模式，考量檔案價值鑑定因素、檔案機構實務經驗與學者專家意見，彙整出所有電子檔案管理過程可能存在之風險因素，繼而經疊慧法評核出電子檔案管理風險之共識項目，期許可提供各檔案機構進行自我檢核風險因素的基礎。另為兼顧實務推動之可行性，本研究亦採個案實證研究方式，建立風險分級管理架構，根據實務情境研提風險評估量化等級排序建議，經檔案機構實務分析過程，建構電子檔案風險辨識、風險評估與風險因應策略之完整作業模式，期許本研究提出之電子檔案管理風險檢核表以及實務評估作業模式，可供各檔案機構進行檔案風險管理實務操作之參考。 | |
| dc.description.abstract (摘要) | With the development of the e-government policy, the official records produced by government agencies have been changed from paper-based to electronic format. Under the influence of records and archives digitalization, all of archival agencies have to face the problems of preservation and management different from the previous paper archives. The change of hardware and software formats is particularly serious issue and result in archival preservation risks. The purpose of this study is to construct a risk management model of electronic records in accordance with archival appraisal elements and the theoretical framework of risk management. By analyzing the appraisal elements, expert opinion and practical experience, the risk factors of all the electronic records will be proposed. The Delphi method is taken to generalize the expert consensus of electronic record risks, which can provide the basis for archival agencies to self-check their risk factors.In addition, considering the feasibility of promoting into practical, this study will implement an empirical case study to recommend a risk classification structure. The complete mode of electronic records risk management, according on the base of case study, is including of risk identification, risk assessment and implement strategy will be addressed. Finally, the risk management framework of electronic records will be proposed. The contribution of this study is to accomplish a risk check list and set up the practice assessment model for the archival agencies as a reference to put risk management into practice. | |
