摘要 航行管制乃是一項特殊的職業,管制員須具備高度專業的技能,可將航空運輸以安全、迅速、有序之原則完成引導。據調查報告顯示,因人為因素所導致的飛安事故近7成,近年的慘痛案例幾乎都與人為疏失有關,故航管作業疏失中「人為因素」亦是我們必須關注的風險肇因之一,然影響飛安事件發生的人為因素是複雜且多樣的,利用「層級分析法」可將複雜的問題系統化,蒐集解決問題的要素將其分類為不同的層面,並由專家評量數據得出排序;另本研究以人為因素為探討主題,將HFACS「人因因素分析與歸類系統」導入層級架構中主準則分類,建立了4個主準則及14項次準則。評量分析結果,專家一致認為「不安全的行為」係影響飛安最為關鍵之人為因素,而次準則部分,決策階層人員認為「未落實任務分配及勤前提示」最為重要,而執行階層人員及整體受試者評量結果則以「未按標準作業程序」最為重要,依不同階層專家分析結果提供航管政策單位及基層部隊改善方向。
Air traffic control is a unique profession where controllers require a high level of expertise to guide aviation transportation safely, swiftly and orderly. According to a survey report, nearly 70% of aviation accidents are caused by human factors. Therefore, "human factors" in air traffic control operations are among the risk factors to which we must pay attention. However, the human factors that affect the aviation safety incidents are complex and diverse. The use of Analytic Hierarchy Process (AHP) allows for the systematic breakdown of complex issues, categorizing problem-solving elements into different levels and ranking them based on expert assessment. Furthermore, this study employed Human Factors Analysis and Classification System (HFACS) to address the issues. Four main criteria and fourteen sub-criteria are established. The analysis results unanimously highlight that "unsafe behaviors" are the most significant human factor affecting aviation safety. Regarding to the sub-criteria, decision-making personnel deem "failure to implement task assignments and the lack of pre-flight briefings" as the most important. However, executive level personnel and overall respondents assess "failure to follow standard operating procedures" as the most crucial. The findings provide directions for improvement for air traffic control policy units and grassroots units.
