| dc.description.abstract (摘要) | 本論文以質化分析探討了一個攸關台灣未來的重要議題:在台灣積極發展經濟的目標之下，特別是透過簽訂自由貿易協定（FTA）的簽訂，對金融服務業中銀行業、證券業、期貨業及保險業的影響。也介紹了經貿自由化的三途徑及金融服務貿易的四大模式，概述FTA以及我國目前與他國簽訂FTA的狀況及台美21世紀倡議的重要性。在簽署與金融相關的FTA時，金融管制和監理法規的調和成為重要焦點，金融業因為有敏感性和特殊性，必須以審慎原則為主。雙邊或區域型的貿易協定中最重要的是優惠性(preferential) 和 國民待遇 (national treatment) ，在此原則之下金融服務業若是列入談判條件中，會有怎樣的優勢劣勢機會和衝擊。
簽屬自由貿易協定FTA對台灣金融服務業的主要影響包括:(1)促進市場自由化。(2)強化金融法規及監管協調。(3)增加匯率與資本流動影響。(4)鼓勵金融商務模式創新。文中也舉例日本野村(Nomura)和瑞穗(Mizuho)金融集團在與其他國家簽訂FTA後成功全球化的案例，附錄後附上的訪談資料也有非常珍貴的參考價值。政府在面對FTA帶來的金融開放時，應該以漸進式的方式進行，也促進內部的革新；同時協助弱勢產業進行升級，提升整體競爭力。 | zh_TW |
| dc.description.abstract (摘要) | This thesis uses qualitative analysis to explore an important issue concerning Taiwan’s future topic: under Taiwan's goal of actively developing the economy, especially through the signing of the Free Trade Agreement (FTA), what will happen to the banking, securities, FCMs and Insurance industries. It also introduced the three approaches to economic and trade liberalization and the four major models of financial services trade, and gave an overview of FTAs, the status of my country's FTAs with other countries, and the importance of the US-Taiwan Initiative on 21st Century Trade. When signing financial-related FTAs, the reconciliation of financial control and supervision regulations becomes an important focus. Due to the sensitivity and particularity of the financial industry, prudential principles must be the focus. The important things in bilateral or regional trade agreements are preferential and national treatment. Under these principles, if the financial services industry is included in the negotiation conditions, what advantages, disadvantages, opportunities, and impacts will it have.
The main impacts of signing a free trade agreement (FTA) on Taiwan's financial services industry include: (1) Promoting liberalization of market entry. (2) Strengthen coordination of financial regulations and regulatory. (3) Increase the impact of exchange rates and capital flows. (4) Encourage innovation in financial business models. The thesis also gives examples of Japanese financial groups like Nomura and Mizuho on how they successfully globalizing after signing FTAs with other countries. Meanwhile, the interview data attached at the end of the appendix are also of very valuable reference value. When facing the financial opening brought about by FTA, the government should proceed in a gradual manner and also promotes internal innovation., at the same time assist disadvantaged industries to upgrade and enhance overall competitiveness. | en_US |
