摘要 過去二十年以來,各國政府提出許多政策,為了提升其在全球人才市場中的競爭力,目的不僅是為了吸引外籍白領勞動力,也是用於面對和解決藍領工作人才短缺的情況。各國擴大外籍勞動人才的相關政策顯示「技能」在移⺠政策中的重要性。然而,技能的概念和定義往往是模糊的,技能的概念在移民政策中會受到不同類型的全球移⺠而有所不同,也因其他國家的移民政策對技能定義的改變而受到連帶影響,進一步也因不斷變化的勞動力市場之需求的影響。本論文採用批判性和比較性的觀點,進行移民政策的歷史分析和比較分析,並採用WPR分析作為分析架構,檢視近期在外籍技術勞動人口的招聘政策上的變革。本論文深入探討技能在政策制定中的價值建構,並探討外籍勞動人口在相關政策中的分類方式和價值建構。透過採用WPR分析闡明技能在移⺠政策中的角色,並詮釋這一概念隨著時間在台灣和日本是如何被解釋和法制化的。雖然以技能為主的相關移⺠政策之討論日益增多,但既有研究缺少對日本和台灣的外籍勞動人口的移⺠政策中的技能概念做有系統性的分析。本論文試圖探討在全球人才競爭的背景下,從政治,社會和經濟的面向探討日本和台灣的政策變革是如何以社會經濟問題和新自由主義論述為基礎來討論技能之重要性,從這樣的取向用於彌補現有相關文獻不足之處。最後,本研究旨在為東亞各國以技能為基礎的移⺠政策的異同,提供政策分析的有力觀點,闡明技能是一個不斷演變且備受爭議的複雜概念。
Over the past two decades, various governments have introduced a number of policies to increase their competitiveness in the global talent market, not only to attract foreign white-collar workers, but also to face and address the shortage of blue-collar workers. Policies related to the expansion of migrant workers in various countries show the importance of "skills" in immigration policy. However, the definition of skills is often ambiguous due to its fluid nature; skills in immigration policies are influenced by global migration patterns, policies in other countries, and changing labor market demands. This paper adopts a critical and comparative perspective in the historical and comparative analysis of immigration policies and uses WPR analysis as an analytical framework to examine recent changes in the recruitment of skilled migrant workers. The paper explores the value construction of skills in policy making and examines how migrant workers are categorized and their value construction in related policies. The role of skills in immigration policy is illustrated through the use of WPR analysis and how the concept has been interpreted and legalized over time in Taiwan and Japan. Although there is a growing discussion on skills-based immigration policies, there is a lack of systematic analysis of the concept of skills in migrant worker policies in Japan and Taiwan. This dissertation attempts to examine how the demand for skilled migrant workers in Japan and Taiwan, in the context of global competition for talent, can complement existing research based on socio-economic issues and neoliberal discourse from political, social, and economic perspectives. Ultimately, the research aims to provide valuable insights into the nuanced dynamics of skill-based immigration policies in East Asian countries, shedding light on the complexities of this evolving and contested concept.

dc.description.abstract (摘要) 過去二十年以來,各國政府提出許多政策,為了提升其在全球人才市場中的競爭力,目的不僅是為了吸引外籍白領勞動力,也是用於面對和解決藍領工作人才短缺的情況。各國擴大外籍勞動人才的相關政策顯示「技能」在移⺠政策中的重要性。然而,技能的概念和定義往往是模糊的,技能的概念在移民政策中會受到不同類型的全球移⺠而有所不同,也因其他國家的移民政策對技能定義的改變而受到連帶影響,進一步也因不斷變化的勞動力市場之需求的影響。本論文採用批判性和比較性的觀點,進行移民政策的歷史分析和比較分析,並採用WPR分析作為分析架構,檢視近期在外籍技術勞動人口的招聘政策上的變革。本論文深入探討技能在政策制定中的價值建構,並探討外籍勞動人口在相關政策中的分類方式和價值建構。透過採用WPR分析闡明技能在移⺠政策中的角色,並詮釋這一概念隨著時間在台灣和日本是如何被解釋和法制化的。雖然以技能為主的相關移⺠政策之討論日益增多,但既有研究缺少對日本和台灣的外籍勞動人口的移⺠政策中的技能概念做有系統性的分析。本論文試圖探討在全球人才競爭的背景下,從政治,社會和經濟的面向探討日本和台灣的政策變革是如何以社會經濟問題和新自由主義論述為基礎來討論技能之重要性,從這樣的取向用於彌補現有相關文獻不足之處。最後,本研究旨在為東亞各國以技能為基礎的移⺠政策的異同,提供政策分析的有力觀點,闡明技能是一個不斷演變且備受爭議的複雜概念。zh_TW
dc.description.abstract (摘要) Over the past two decades, various governments have introduced a number of policies to increase their competitiveness in the global talent market, not only to attract foreign white-collar workers, but also to face and address the shortage of blue-collar workers. Policies related to the expansion of migrant workers in various countries show the importance of "skills" in immigration policy. However, the definition of skills is often ambiguous due to its fluid nature; skills in immigration policies are influenced by global migration patterns, policies in other countries, and changing labor market demands. This paper adopts a critical and comparative perspective in the historical and comparative analysis of immigration policies and uses WPR analysis as an analytical framework to examine recent changes in the recruitment of skilled migrant workers. The paper explores the value construction of skills in policy making and examines how migrant workers are categorized and their value construction in related policies. The role of skills in immigration policy is illustrated through the use of WPR analysis and how the concept has been interpreted and legalized over time in Taiwan and Japan. Although there is a growing discussion on skills-based immigration policies, there is a lack of systematic analysis of the concept of skills in migrant worker policies in Japan and Taiwan. This dissertation attempts to examine how the demand for skilled migrant workers in Japan and Taiwan, in the context of global competition for talent, can complement existing research based on socio-economic issues and neoliberal discourse from political, social, and economic perspectives. Ultimately, the research aims to provide valuable insights into the nuanced dynamics of skill-based immigration policies in East Asian countries, shedding light on the complexities of this evolving and contested concept.en_US
