摘要 醫療產業,曾是一個非常封閉且保守的產業,但因為新冠疫情(COVID-19)的肆虐,全球政府、企業及新創無不絞盡腦汁來協助醫療產業的改善。為了盡快解決疫情問題,這段期間的醫療科技以顯而易見的速度快速改良及進步。加上政府部門積極的開放醫療管制的法規,許多新的技術,包括信使核糖核酸(mRNA)技術、醫療院所視訊醫療服務、醫療物聯網(The Internet of Medical Things,IoMT)等,皆雨後春筍般的冒出。 另一方面,國際局勢的詭譎多變,曾經引以為傲的全球供應鏈,卻因為大國間的角力,中美貿易戰等問題,讓全球生產供應鏈重新聚焦東南亞市場。隨著眾多外商進入東南亞國家,當地的醫療系統卻無法及時跟上,此時亟待先進國家的醫療技術、醫療人才、資金及醫療資源等投入,同時,為了引入高端技術及產品到東南亞,東南亞各國也提供不同的優惠方案來吸引外商。然而,東南亞醫療市場既有的問題並非一朝一夕可以解決,包括醫療人力的不足、醫療技術的落後、各國保險制度的差異等,都是醫療業者要進入該國市場所需深思的地方。 本文將以醫療產業進入東南亞的人口大國—印尼為例,評估並分析其政府政策、經濟狀況、醫療產業現況、醫療人力資源等關鍵因素對產業的影響。並以S公司,一間於臺灣及中國大陸專注於醫療管理顧問及經銷代理公司的核心能耐為基礎,評估其在印尼市場的機會與風險。
The medical industry used to be a very closed and conservative industry. However, due to the rampage of the COVID-19 pandemic, governments, corporations, and startups worldwide are brainstorming to assist in improving the medical industry. In order to quickly address the pandemic, medical technology during this period has rapidly improved and advanced at a visible speed. With government departments actively loosening medical regulatory laws, many new technologies, including messenger RNA (mRNA) technology, telemedicine services in medical institutions, and the Internet of Medical Things (IoMT), have emerged rapidly. On the other hand, the international situation is unpredictable and ever-changing. The once proud global supply chain has refocused on the Southeast Asian market due to struggles between major powers, such as the US-China trade war. With numerous foreign companies entering Southeast Asian countries, the local medical systems are struggling to keep up. It is imperative for advanced nations to invest in Southeast Asia's medical technology, healthcare professionals, international funding, and medical resources to bridge the gap. Additionally, Southeast Asian countries are offering various incentives to attract foreign investments for introducing high-end technology and products. However, existing issues in the Southeast Asian medical market, such as inadequate medical personnel, outdated medical technology, and differences in insurance systems, cannot be resolved in a short time. These are critical considerations for healthcare industry players seeking entry into these markets. This article will use Indonesia, a populous country in Southeast Asia, as a case study for the medical industry entering the region. It will evaluate and analyze the impact of key factors such as government policies, economic conditions, the current state of the medical industry, and healthcare manpower. Based on the core capabilities of Company S, a company specializing in medical management consulting and distribution agency in Taiwan and mainland China, the opportunities and risks in the Indonesian market will be assessed.
