Transnational advocacy networks日期 2024 上傳時間 5-Aug-2024 13:39:51 (UTC+8) 摘要 本研究探討了香港政府在國際聲援加強背景下對抗議活動和國際社會關切的回應方式。文獻回顧指出，根據2014年雨傘運動和2019年反修例運動的案例，國際社會的聲援強度對香港政府的回應產生影響。在聲援較低的情況下，政府可能選擇不作為或迴避策略，以維護統治地位。然而，隨著聲援的增加，政府面臨更大的國際壓力，需要採取更積極的回應措施，例如政策調整、對抗議者的妥協或與國際社會的對話。 透過對2014年雨傘運動和2019年反修例運動期間香港政府的態度轉變及讓步程度的分析，本研究旨在深入瞭解政府回應的關鍵因素。同時，本文以螺旋模型和迴力鏢效應的理論架構為基礎發想，將國際聲援的強度作為解釋變量，並將香港政府的回應作為被解釋變量，以探討國際聲援對政府回應的影響。 本文綜合考慮了內外部政治壓力、社會輿論和民意導向以及經濟利益考量等多種因素，以深入理解國際和國內因素在香港政治動態中的相互作用。研究結果將有助於揭示國際聲援對政府回應的影響機制，並為理解香港政治局勢提供更全面的視角。
This study examines the Hong Kong government’s response to protest activities and international concerns against the backdrop of increased international support. The literature review indicates that, based on cases such as the 2014 Umbrella Movement and the 2019 Anti-Extradition Law Amendment Bill Movement, the intensity of international support affects the Hong Kong government’s response. In situations with lower levels of support, the government may choose non-action or evasion strategies to maintain its ruling status. However, with increased support, the government faces greater international pressure and needs to adopt more proactive response measures, such as policy adjustments, compromises with protesters, or dialogue with the international community. By analyzing the government’s attitude changes and concession levels during the 2014 Umbrella Movement and the 2019 Anti-Extradition Law Amendment Bill Movement, this study aims to gain a deeper understanding of the key factors influencing government responses. Additionally, drawing on the theoretical frameworks of the spiral model and the boomerang effect, this paper considers the intensity of international support as the explanatory variable and the Hong Kong government’s response as the explained variable to explore the impact of international support on government actions. The study comprehensively considers various factors, including internal and external political pressures, public opinion and sentiment, and economic interests, to understand the interaction of international and domestic factors in Hong Kong’s political dynamics. The research results will contribute to revealing the mechanisms through which international support influences government responses and provide a more comprehensive perspective for understanding the The literature review indicates that, based on cases such as the 2014 Umbrella Movement and the 2019 Anti-Extradition Law Amendment Bill Movement, the intensity of international support affects the Hong Kong government’s response. In situations with lower levels of support, the government may choose non-action or evasion strategies to maintain its ruling status. However, with increased support, the government faces greater international pressure and needs to adopt more proactive response measures, such as policy adjustments, compromises with protesters, or dialogue with the international community. By analyzing the government’s attitude changes and concession levels during the 2014 Umbrella Movement and the 2019 Anti-Extradition Law Amendment Bill Movement, this study aims to gain a deeper understanding of the key factors influencing government responses. Additionally, drawing on the theoretical frameworks of the spiral model and the boomerang effect, this paper considers the intensity of international support as the explanatory variable and the Hong Kong government’s response as the explained variable to explore the impact of international support on government actions. The study comprehensively considers various factors, including internal and external political pressures, public opinion and sentiment, and economic interests, to understand the interaction of international and domestic factors in Hong Kong’s political dynamics. The research results will contribute to revealing the mechanisms through which international support influences government responses and provide a more comprehensive perspective for understanding the
