摘要 台灣多數大規模住宅(地面層總樓地板面積、基地面積較大之集合住宅社 區)目前多以「綠建築評估手冊-住宿類(EEWH-RS)」版本申請綠建築標章。 然而開發規模較大之住宅對於永續發展之貢獻、應負擔之責任義務及評估標準 等應有別於一般住宿類建築。是以,大規模住宅之綠建築社區,除根據「綠建 築評估手冊-住宿類(EEWH-RS)」外,亦應納入「綠建築評估手冊-社區類 (EEWH-EC)」、「美國 LEED-ND」、「日本 CASBEE-UD」及低碳(低蘊 含碳)手冊之部分評估條件。即以住宿類升級版(EEWH-RS+)供大規模住宅申 請,方屬合理。 本研究採用之研究方法為「文獻分析法」、「專家訪談法」及「專家問卷 法」。首先,本研究透過「文獻分析法」蒐集有關於社區及生態社區、台灣及 國外較具指標性之生態社區評估手冊與 2050 淨零碳排之低碳(低蘊含碳)手 冊,檢視當前大規模住宅申請綠建築時應有所調整及增補之評估條件;其次,透 過「專家訪談法」於綠建築相關領域之認知與經驗,建議於綠建築標章評估大 規模住宅之適用條件、現況、及可改善之方向;最後,經由「專家問卷法」得出 應納入大規模住宅申請綠建築時之新增評估條件。 透過上述研究方法與分析,本研究篩選出除現有之 EEWH-RS 外,未來申 請綠建築標章時應增設 17 項評估項目,供基地面積一公頃以上之大規模住宅使 用,以令其符合低碳目標之路徑。亦即,可賦予大規模住宅較多減碳與環境規 劃義務,讓台灣之綠建築推動更加具體化及目標性,促使國家整體發展更符合 綠建築永續環保及 2050 淨零排放之目標。
Currently, most large-scale residential developments in Taiwan (those with larger ground floor area and site area) apply for green building certification based on the "Green Building Evaluation Manual - Residential (EEWH-RS)." However, for such large-scale residential developments, the contribution to sustainable development, the responsibilities, and evaluation standards should differ from those of general residential buildings. Therefore, in addition to the "Green Building Evaluation Manual - Residential (EEWH-RS)," large-scale residential communities should also incorporate evaluations from the "Green Building Evaluation Manual - Community (EEWH-EC)," the"LEED-ND" from the USA, the"CASBEE-UD" from Japan , and criteria from low- carbon (low embodied carbon) manuals. An upgraded version of the residential evaluation (EEWH-RS+) for large-scale residential applications is thus considered necessary. The research methodology adopted in this study includes "literature analysis," "expert interviews," and "expert questionnaires." Firstly, "literature analysis" is employed to collect information on communities and ecological communities, along with key ecological community evaluation manuals from Taiwan and abroad, as well as low-carbon (low embodied carbon) manuals aimed at achieving net zero carbon emissions by 2050. This helps to identify the necessary adjustments and additional evaluation criteria for large-scale residential applications. Secondly, "expert interviews" are conducted to gather insights and suggestions from professionals in the green building field regarding the applicable conditions, current status, and potential improvements for evaluating large-scale residential buildings for green building certification. Lastly, "expert questionnaires" are utilized to determine the additional evaluation criteria that should be included for large-scale residential applications for green building certification. Through the research methods and analysis, this study identifies 17 additional evaluation items, beyond those in the EEWH-RS, that should be included for large- scale residential developments with a site area of over one hectare to align with the low- carbon target path. This means that large-scale residential developments can be given more obligations related to carbon reduction and environmental planning, making the promotion of green buildings in Taiwan more concrete and goal-oriented, and aligning national development more closely with sustainable green building and the 2050 net zero emissions target.
