US-China Technological Competition日期 2024 上傳時間 4-Sep-2024 16:09:49 (UTC+8) 摘要 科技實力是大國政治的重要資源,在國際關係的重要性不言可喻。然而,針對如何衡量一國的科技實力,文獻目前仍莫衷一是。透過結合金融權力、人力資本和智慧財產權等三個面向,本論文首先提出一個測量國家科技實力的指標。據此,我們得以展示全球科技能力的分布。本論文接著將重心置於美國與中國,以及巴西與墨西哥的科技實力對比。作者發現,美國在核心技術和創新轉化能力上仍保持領先,而中國雖在特定領域迅速追趕,但整體差距尚存。此外,巴西和墨西哥的對比研究則突顯了政治穩定和經濟開放度對科技創新的重要影響。本論文提出,要提升國家的科技競爭力,需投資於教育、保持經濟政策穩定、推動完善且開放的金融體系,並維護一個促進智慧財產權保護和技術創新的環境。這些策略對於國家總體科技發展與全球競爭至關重要。
Technological prowess has become the critical resource of great power politics, and its significance in international relations is indisputable. However, the literature remains divided on how to measure a country’s technological strength. By combining three dimensions—financial power, human capital, and intellectual property rights—this paper proposes a new index to gauge national technological capabilities. Using this index, we demonstrate the global distribution of technological power. The paper then focuses on comparing the technological strengths of the United States and China, as well as Brazil and Mexico. The Author finds that while China has rapidly caught up in specific areas, the United States still maintains its lead in core technologies and innovation conversion capabilities, with an overall gap persisting. Moreover, the comparative study of Brazil and Mexico highlights the crucial influence of political stability and economic openness on technological innovation. This paper suggests that to enhance a country's technological competitiveness, investments in education, stable economic policies, a well-developed and open financial system, and an environment conducive to intellectual property protection and technological innovation are essential. However, the literature remains divided on how to measure a country’s technological strength. By combining three dimensions—financial power, human capital, and intellectual property rights—this paper proposes a new index to gauge national technological capabilities. Using this index, we demonstrate the global distribution of technological power. The paper then focuses on comparing the technological strengths of the United States and China, as well as Brazil and Mexico. The Author finds that while China has rapidly caught up in specific areas, the United States still maintains its lead in core technologies and innovation conversion capabilities, with an overall gap persisting. Moreover, the comparative study of Brazil and Mexico highlights the crucial influence of political stability and economic openness on technological innovation. This paper suggests that to enhance a country's technological competitiveness, investments in education, stable economic policies, a well-developed and open financial system, and an environment conducive to intellectual property protection and technological innovation are essential.
