摘要 本研究探討泰國與台灣金融科技(Fintech)生態系統的比較發展,重點關注兩國在創新、採用及監管框架方面的獨特策略。金融科技已成為金融服務領域的變革力量,受人工智慧(AI)、區塊鏈、雲端運算及大數據等技術驅動。泰國與台灣皆為亞洲金融科技市場的重要參與者,但因監管環境、文化因素及技術採用程度不同,兩國在發展優先事項與挑戰上存在差異。 泰國的金融科技生態受到政府主導的政策影響,例如 PromptPay 及「泰國 4.0」政策,著重於普惠金融與無現金社會的推動。相較之下,台灣則聚焦於將 AI、區塊鏈及開放銀行等先進技術融入金融系統,並透過強健的監管框架確保數據隱私與網路安全。 本研究發現,泰國與台灣在行動銀行的普及應用及透過監管沙盒(Regulatory Sandboxes)推動創新等方面具有相似之處。然而,兩國的發展策略有所不同:泰國專注於服務農村地區的未被充分服務族群,而台灣則更強調以技術驅動創新與消費者信任。兩國在發展過程中皆面臨網路安全威脅、監管不一致性及文化對無現金支付的抗拒等挑戰,特別是在台灣的年長族群中更為明顯。 此外,本研究結合訪談在台泰國籍人士的觀點,探討外籍居民因嚴格的身份驗證程序而難以獲取金融服務的問題,凸顯了包容性金融解決方案的重要性。 研究結果顯示,泰國與台灣在金融科技的可持續發展上提供了互補的策略,並為其他市場帶來有價值的啟示。泰國展現了政府政策在推動普惠金融方面的影響力,而台灣則示範了先進技術與嚴謹監管框架在促進創新中的作用。通過應對共同挑戰,如網路安全風險及監管平衡問題,兩國可持續引領亞洲金融科技創新。本研究為政策制定者、金融機構及技術開發者提供了可行的建議,以推動金融科技產業的包容性與可持續發展。
This research explores the comparative development of financial technology (fintech) ecosystems in Thailand and Taiwan, focusing on their unique approaches to innovation, adoption, and regulatory frameworks. Fintech has emerged as a transformative force in financial services, driven by technologies such as artificial intelligence (AI), blockchain, cloud computing, and big data. Both Thailand and Taiwan serve as dynamic markets for fintech in Asia, but their priorities and challenges differ due to varying regulatory environments, cultural factors, and technological adoption levels. Thailand’s fintech landscape is shaped by government-led initiatives like PromptPay and the Thailand 4.0 policy, emphasizing financial inclusion and the transition to a cashless society. In contrast, Taiwan focuses on integrating advanced technologies such as AI, blockchain, and open banking into its financial systems, supported by robust regulatory frameworks prioritizing data privacy and cybersecurity. The study identifies key similarities, including the widespread adoption of mobile banking and the use of regulatory sandboxes to foster innovation. Differences arise in their approaches: Thailand focuses on serving underserved populations in rural areas, while Taiwan emphasizes technology-driven innovation and consumer trust. Challenges include cybersecurity threats, regulatory inconsistencies, and cultural resistance to cashless solutions, particularly among older demographics in Taiwan. This research also incorporates insights from interviews with Thai nationals residing in Taiwan, highlighting the barriers foreign residents face in accessing financial services due to stringent identity verification processes. These findings underscore the importance of inclusive banking solutions tailored to diverse user needs. The study concludes that Thailand and Taiwan provide complementary strategies for sustainable fintech development, offering valuable lessons for other markets. Thailand demonstrates the power of government policies in driving financial inclusion, while Taiwan exemplifies the role of advanced technologies and strong regulatory frameworks in fostering innovation. By addressing shared challenges such as cybersecurity risks and regulatory balancing, both countries can continue to lead fintech innovation in Asia. This research provides actionable insights for policymakers, financial institutions, and technology developers to promote inclusive and sustainable growth in the fintech sector.
