This research examines the intersection of Palauan cultural values into marine tenure and environmental policy-making, with a focus on the Palau National Marine Sanctuary (PNMS). Central to the study is the traditional concept of bul—a customary moratorium used to sustainably manage natural resources—which serves as a guiding principle in shaping conservation policy. Through qualitative methods, including interviews and document analysis, the study explores how bul, traditional ecological knowledge, customary practices, and community engagement have influenced the design, implementation, and operationalization of the PNMS. By highlighting the interplay between culture, tradition, and marine resource governance, the research underscores the necessity of incorporating Indigenous practices and local voices into environmental policies to achieve long-term sustainability and effective conservation outcomes.
