摘要 遠洋漁業為全球糧食供應體系中的重要環節。當前,在全球漁業資源短缺、國際規範趨嚴及營運成本持續攀升等多重挑戰下,傳統捕撈營運模式已不敷市場所需,產業轉型刻不容緩。本研究選擇臺灣S漁業企業作為研究對象,探究六級產業化策略於整合漁業捕撈、水產加工及商品銷售之應用,以期實現產業價值鏈優化,強化企業營運效能及全球市場競爭力。 本研究方法首重分析臺灣遠洋漁業之發展歷程,並評估產業所面臨之挑戰及契機。其次,著重探討冷凍倉儲與加工環節在六級產業化進程中所扮演之策略角色,闡述其如何透過價值提升與供應鏈優化,促進企業永續經營。研究架構聚焦三項關鍵議題:六級產業化對企業資源整合與競爭優勢之影響、冷凍倉儲與加工環節對企業績效之提升效益,以及企業如何在轉型過程中因應挑戰並確保永續發展。 研究發現指出,六級產業化模式確實能夠提升遠洋漁業企業之資源運用效率及營運表現,而冷凍倉儲與加工設施實為價值鏈延伸之關鍵要素,對產品品質維持及市場拓展具有顯著貢獻。本研究成果不僅為漁業企業提供轉型升級與產業鏈整合之實務指引,更可作為相關政策規劃與學術研究之重要參考依據。
Pelagic fisheries are a vital component of the global food supply system. With mounting challenges—including global fishery resource shortages, stricter international regulations, and rising operational costs—traditional fishing models can no longer meet market demands. This makes industry transformation an urgent necessity. This study examines Taiwan’s S Fishing Company and its application of sixth sector industrialization strategies, which integrate fishing operations, aquatic product processing, and commodity sales. The goal is to optimize the industry value chain while strengthening operational efficiency and global market competitiveness. The research methodology focuses on two main areas: First, analyzing Taiwan’s pelagic fisheries’ development history and evaluating the industry’s current challenges and opportunities. Second, examining how cold storage and processing facilities play strategic roles in sixth sector industrialization, particularly in promoting sustainable operations through value enhancement and supply chain optimization. The research framework addresses three key questions: How does sixth sector industrialization affect enterprise resource integration and competitive advantages? What benefits do cold storage and processing bring to performance? How can enterprises successfully navigate transformation while ensuring sustainable development? Research findings show that the sixth sector industrialization model enhances pelagic fishing company’s resource utilization and operational performance. Cold storage and processing facilities are crucial elements in extending the value chain, significantly improving product quality and market reach. This study provides practical guidance for fishery enterprises undergoing transformation and industry chain integration, while serving as a valuable reference for policy planning and academic research.
