| dc.description.abstract (摘要) | 本計畫將深入探討近年來立法院常設委員會的立法影響力，同時以量化和質化的研究方法蒐集資料並分析常設委員會召集委員如何排定委員會議程以及何種因素影響他們議程選擇，另外，本計畫也將比較各個立法行動者的立法表現，以了解委員會召集委員和委員會成員與其他立法行動者之間的差異，評估其立法影響力。學術上，本計畫提供的資料和研究發現，有助於進一步研究臺灣立法組織的特性及影響，當研究成果發表後，更能使社會和一般大眾了解立法院的運作規則、程序和實際的運作狀況，並認識到國會內部常設委員會的功能和影響力，對於未來思考憲政改革和國會改革都將有相當的幫助。 | |
