摘要 生命經濟在政策領域已逐漸為各國所重視,並已在若干重要經濟體中被採納為未來發展藍圖的關鍵項目。然而發展生命經濟的基本邏輯以及可能造成的諸般後果,卻較少被注意與研究。有鑑於台灣亦將發展生技產業列為重要的國家發展方向,建立生命經濟與在地社會之間的相關知識更顯重要。本專題研究計畫即在此背景脈絡下發生。本計畫是三年期跨國比較研究計畫的第二、三年部份,目的在理解生命經濟的基本屬性及其相應之社會構造。本計畫分為兩階段,第一階段延續前期計畫對於生命資本之關懷,以跨國比較建立不同社會中的資本結構。第二階段則深入討論生命經濟中具有衝突性卻深具經濟潛力的特定項目,即再生醫學與轉譯醫學兩個案,對照台灣、韓國與法國的情況,以具體呈現生命經濟在不同社會中的樣貌。本計畫以建構生命資本的概念出發,透過理解生命資本在跨場域的不同社會中之累積與分配狀態,並結合異質網絡的動態歷程而得以理解生命經濟的社會構造。異質網絡形成的生命經濟以形成中的多重可能性來造成在地效果,而且也反映出萌生中的社會結構。即生命經濟在先,結構在後;或場域結構在先,因生命經濟所致的結構在後。預期本研究對於生命經濟社會學知識將有重大貢獻。另外,本研究結果對於公共政策與企業策略亦將有相當之啟發性。
This multi-year project aims at exploring critical issues of developing bioeconomy, an emerging phenomenon in the 21st century. The bioeconomy has been included in future plans of many countries in the world. However, knowledge about the bioeconomy is so fragmented and obscured that potential impacts are underestimated. We need more concerns about mechanism of value creation, accumulation of capital and distribution of wealth in the bioeconomy so that an appropriate way to developing the bioeconomy can be possible. The project consists of two parts. The first part devotes to international comparison of biocapital. A measurable definition of biocapital will be applied to study social structure of bioeconomy in Taiwan, Korea and France. The three countries are chosen for their different dynamics of heterogeneous networks that construct local orders of bioeconomy. Based on findings of the first part, the second part of the project includes two case studies: regenerative medicine and translational medicine. These two emerging biomedical domains have different situations in the three countries chosen for study. The case studies describe network configurations in each country in least three dimensions, including technical, regulatory and ethical dimension. These dimensions are supposed to be correlated with situations of biocapital in the society. The third part of the project will expand the concept of bioeconomy to inclusion of a ‘real life,’ ie., the material existence from birth to death of a human being. The major concern in the third part is a theoretical study in general of the bioeconomy in the ‘post-human’ era. The project will contribute to advancement of sociology about biocapital and bioeconomy. The case studies are also helpful for understanding the situations of biotech development in each country. Moreover, the results are heuristic for making biotech related public policy and strategies.
