| dc.description.abstract (摘要) | 在中國大陸的經濟增長中，外資扮演著相當重要的角色。在全球資本流動放緩的背景下，如何爭取外國投資者前來投資，成為中國大陸各地方政府非常艱鉅的任務。事實上，中國大陸各省市地區的外來投資金額有相當大的差異。究竟什麼原因造成大陸各省吸引外資的差異，是過去學術界一直在探究的議題。近來眾多文獻發現，地主國的貪腐因為會導致廠商必須尋租，因此影響國外廠商的投資意願。而文獻也指出，貪腐與政府的財政透明度有顯著的負向關係。因此，外國投資者對於地主國政府財政透明度的重視程度，在過去幾年有日漸加重的趨勢。 以往在中國大陸財政透明度未被重視之前，財政透明化的概念一直受到冷落或擱置，而且不是大陸的國家發展重點。也因此，在分析大陸各地方政府在吸引外資的決定因素中，未曾被考量為解釋變數。是故，本研究特別著重於地方政府的財政透明度對其吸引外資的影響進行分析。本研究將利用自 2009 年起上海財經大學陸續提供的大陸 31個省市地區在 2006-2010年期間的追蹤資料，以及北京清華大學提供的 289個直轄市與地級市政府的財政透明度橫斷面資料進行研究。 本研究計畫的主要研究目的如下： 一、分析中國大陸各省市地區在研究期間的財政透明度情況，並且深層瞭解大陸289個直轄市與地級市政府的財政透明度數據。 二、依據現有的文獻，建立地方政府財政透明度影響其吸引外資的理論基礎。 三、利用空間計量模型，在控制其他因素的情況下，探討大陸地方政府財政透明度對其吸引外資所造成的影響，並且進一步分析此一影響在不同層級的地方政府的差異。 四、瞭解大陸地方政府吸引外資是否具有空間相依的情況。 五、將本研究的研究結果形成政策建議，提供給相關單位作為參考。 | |
| dc.description.abstract (摘要) | Foreign direct investment (FDI, hereafter) has played an important role in the rapid economic growth rate of China since China adopted its open policy in 1978. However, the slowdown trend of movement of world capital makes Chinese local governments a extremely difficult work of attracting FDI from foreign countries/ regions. In fact, the amount of FDI has an unequal distribution among provinces in China. The issue regarding what make this unequal distribution of FDI among provinces has been investigated for a long time. Recently, many studies pay attention to corruption and find a negative influence of corruption on attracting FDI since corruption might cause a rent-seeking behavior. Furthermore, literature has shown a negative relationship between corruption and fiscal transparency of government. It is thus that foreign investors pay more and more attention to fiscal transparency recently as they make decision of investing location. | |
