| dc.description.abstract (摘要) | 本研究計晝的主要目的，是中央對地方轉移支付為探討對象，分析地方在中央之政治權 力如何對其分配過程產生影響。由於地方在中央政治權力指標之計算方式，各文獻所使用之 指標不一且皆有所偏頗，且過去實證模型多忽略各地區財政資源分配之空間相依性。是故， 本計晝希望能達到以下的研究目的：
(1)回顧與綜整現有文獻中對於大陸中央政府對地方政府的移轉支付，以及大陸地方在中央 的政治權力如何影響中央政府的重要決策，以對此議題有更深一層的理解。
(2)參酌過去的文獻，建立一個理論架構來分析大陸地方在中央的政治權力對移轉支付的影 響，以及其影響的途徑。
(3)瞭解大陸自1994〜2014年間，大陸中央政府對地方政府的移轉支付的情況，並且分析大 陸地方在中央的政治權力在此一時期的變化。此外，將初步觀察獲得中央政府較多移轉 支付的省市，其在中央政治權力的差異。
(4)利用1994~2014年間大陸31省市地區的追蹤資料（panel data)，在考量中央對地方的移轉 支付可能具有空間相依的情況下，估計移轉支付的空間計量模型，以更精確地探討大陸 地方在中央的政治權力對移轉支付的影響。此外，若移轉支付變數不具空間相依性，本 研究將改採追蹤平滑轉換迴歸模型（PSTR)進行分析。利用人均GDP作為轉換變數， PSTR模型可以探究在不同人均GDP的程度下，各解釋變數對於移轉支付變數的不同影 響。在資料許可的情況下，本研究將進一步分析此一影響在不同層級的地方政府（省市 與地級市）的差異。
(5)將本研究的研究結果形成政策建議，並提供學界與相關單位參考，以作為此一學術研究 相關領域的補充。 | |
| dc.description.abstract (摘要) | The purpose of this project is to examine and analyze how powers of local governments in central government can influence allocation of central-local transfer. It is argued that the power of local in central government index can be diverse in literatures and the spatial dependency of fiscal allocation can be ignored in most empirical models; consequently, we hope this project can further reach the following research purpose:
1. Reviewing and summarizing literatures associated with central-local transfer, and how do powers of local governments in central government influence key decision of central government.
2. Reviewing literature and establish a theoretical framework in order to analyze how do powers of local governments in central government influence the transfer in China.
3. Understand central-local transfer in China during the period of 1994-2014. | |
