| dc.description.abstract (摘要) | [研究目的]本研究的目的有三：一、瞭解民眾擴大參與醫療服務給付項目及支付標準、藥物給付項目及支付標準擬訂對於給付決策及作業之影響。二、藉由相關的實證研究，對新政策制度進行檢討分析，期能作為後續政策改革之基礎。三、在健保永續經營前提下，針對我國民眾擴大參與方式提出具體可行之建議。[研究方法]本研究為達到前述研究目的，在資料蒐集方面，擬採取現有文獻蒐集、深度訪談、焦點座談、參與觀察、會議記錄分析，以及問卷發放，進行相關二手與一手資料的彙整。在資料分析上，擬採用質量並重的分析方式進行。[預期績效]一、透過評估研究，對於民眾參與醫療服務給付項目及支付標準、藥物給付項目及支付標準擬訂，提出建議方案，使決策過程更公平、客觀、有效率，使健保給付效益及行政效能更加提升。二、提出與其它至少包含英國、加拿大、澳洲、日本、韓國等5個以上國家作法之比較研究。三、針對消費者、付費者及醫療提供者分別舉辦10人以上之焦點座談會，每種對象至少各2場。四、繳交3項以上改善方案與成果報告。 | |
| dc.description.abstract (摘要) | The Purpose of this research is to evaluate the Second-generation NHI reform, especially the enhancing citizen participation part, in order to understand the consequence and effect of these reform activities. A use of mixed methodology with qualitative and quantitative means to collect both first and second data including in-depth interview, document collections and analysis, public survey, focus group, and participatory observation. This research is expected to propose to the agency at least three reform measures with at least five different country studies in order to improve the effectiveness of the payment items decision system in the NHI. | |
