摘要 隨著資通訊科技的發展,數位治理在政府推動公共服務和應對新冠疫情後的社會變遷中扮演著關鍵角色。政府數位轉型的必要性增加,公務同仁的數位職能建立與提升成為關鍵因素。本研究計畫通過文獻檢閱和專家訪談,提出一般公務同仁應具備的五大數位職能:資訊與資料素養、數位溝通與合作、數位內容產製、數位安全與倫理、運用數位途徑解決問題與創新。根據專家意見,本研究計畫提供未來政府可參考的課程建議,包括數位人文思考、人工智慧治理與應用、資料科學應用等。課程設計應針對不同層級的公務人員量身定制。由於研究時間有限,數位職能地圖的精細度和課程建議的周全性仍有待改進。未來建議政府盤點現有數位相關訓練課程,補充和強化缺乏的內容。數位轉型與智慧政府的實現需要公務同仁數位職能的提升,通過策略性的教育訓練,推動工作流程的再造與優化,實現智慧及效能兼具的公共管理。
With the development of information and communication technology, digital governance plays a crucial role in the provision of public services by the government and in addressing social changes post-COVID-19. The necessity for government digital transformation has increased, making the establishment and enhancement of public servants' digital competencies a critical factor. This research project, through literature review and expert interviews, identifies five essential digital competencies for public servants: information and data literacy, digital communication and collaboration, digital content creation, digital safety and ethics, and problem-solving and innovation using digital methods. Based on expert opinions, the project provides future course recommendations for the government, including digital humanities thinking, AI governance and application, data science applications, and more. The course design should be tailored to different levels of public servants. Due to the limited research period, the precision of the digital competency map and the comprehensiveness of the course recommendations need further improvement. It is suggested that the government inventory existing digital training courses to supplement and strengthen the lacking content. The realization of digital transformation and smart government requires the enhancement of public servants' digital competencies. Through strategic educational training, work processes can be reengineered and optimized, achieving efficient and intelligent public administration.
