| dc.description.abstract (摘要) | 透過建置不同類型之平臺以促成多方協力合作，期藉此達成災害風險減輕的長遠政策目標，是當前各級政府被鼓勵採用的策略，這些「協力平臺」同時也扮演著治理多方協力參與者行動的角色，但目前探討如何建置、管理、經營這些協力平臺的研究仍有相當有限。本研究提出三年期研究計畫，選定「災害情資服務平臺」、「災害管理資訊研發應用平臺」、和「民生示警公開資料平臺」等三個減災協力平臺進行研究，以平臺形成的計畫依據、運作組織、網站為研究對象、採用文獻分析、深度訪談、焦點團體訪談法、問卷調查法、政策德菲法、層級分析法等研究方法，蒐集資料進一步探究與釐清，減災協力平臺的建置、經營，以及衡量績效表現上，可能面對的各項課題與挑戰，建構理論並積極尋求可能的因應對策，以期能有效回應「如何有效治理協力？」這項研究課題。本計畫的研究成果，學術上有助於補強有關協力平臺、後設治理、平臺治理、協力治理、災害防救相關理論與實證文獻的缺口，累積本土實證研究成果。實務上有助於政府思考與研擬有效管理與績效衡量減災協力平臺的策略方針，以降低經營管理上可能遇到的風險，確保平臺運作順暢，期能進而發揮減災協力平臺的預期成效，達成災害風險減輕的政策目標。 | |
| dc.description.abstract (摘要) | Creating platforms to attract and encourage collaborations among stakeholders for achieving policy goal of disaster risk reduction is promoted to central and local governments in nowadays. These “collaborative platforms” also play the role to govern platform participants’ collaborative actions and activities at the same time. However, we still know little about these collaborative platforms. Literature and theories about how to manage and evaluate these collaborative platforms are limited, which need public administration and management scholars to take effort to develop them. In order to fill the gap, this three-year research project chooses three collaborative platforms for disaster risk reduction as cases to study, including platforms built for encouraging “disaster information and intelligence exchange,” “university-research center-industry-government interactions to upgrade technologies coping with disasters,” and “disaster alert open data service.” Several research methods are applied in this project to collect and analyze both qualitative and quantitative data, such as literature reviews, depth interviews, group interviews, surveys, policy Delphi, and analytical hierarchical process (AHP). The findings of this project expect to respond to the question of how to effectively govern collaboration, which is conductive to advance research in areas of collaborative platform, metagovernance, platform governance, collaborative governance, and disaster management. Policy recommendations about how to effectively manage and evaluate collaborative platforms for disaster risk reduction are also proposed based on the research findings. | |
